Lok Sabha independent candidate Moirangthem Totomshana Nongshaba, who did not comply with the summon to appear at Imphal Police Station, claimed on Friday that it was “a strategy to arrest him by the lawless government” and he will never appear before the police.
Earlier on Thursday, officer-in-charge, Imphal Police Station had summoned the independent candidate to appear before Imphal Police Station by 11 am of Friday.
It was also mentioned in the notification issued by the officer-in-charge of the same police station that he will be arrested under section 41 A(3) and (4) of CrPC if he failed to attend or comply with the terms of the notice.
The independent candidate told the Imphal Free Press over the phone that “Manipur is a lawless state”, and he will never appear before police though several notices are served against him.

He said that he was also arrested earlier by the cyber-crime before the filing of his nomination and was released on bail on March 22.
“I had only raised my voice for the people of Manipur and it is unfortunate that I was summoned at the police station in order to suppress my voice for my people. I will never appear before the police, and I will face any consequences,” said Totomshana.
“The police summoned me to stop my election campaign, but I will continue my campaign even if I am sent to jail,” he said.
He alleged that the government has not been able to bring back normalcy in the state since May 3. The government is not able to bring back normalcy as there is no law in the state, he added.
