Legal awareness, sensitisation programme at Moreh

The one-day legal awareness cum sensitisation programme was held as a part of the state-wide observation of International Day Against Drug Abuse and Illicit Trafficking on Sunday.

A one-day legal awareness cum sensitisation programme for investigation of the cases under NDPS Act, 1958 for Police Personnel and Army Personnel was held at IB Guest House, Moreh Police Complex, as a part of the state-wide observation of International Day Against Drug Abuse and Illicit Trafficking on Sunday.

The programme was jointly organised by District Legal Services Authority (DLSA), Chandel, Special Unit, (NALSA Legal Services to the Victims of Drug Abuse and Eradication of Drug Menace, Scheme- 2015) and Tengnoupal Police Manipur under the sponsorship of Manipur State Legal Services Authority (MASLSA) and Under the aegis of National Legal Services Authority.

Special Judge NDPS court, Lamphel Lamkhanpau Tonsin as a resource person in his speech, gave a brief definition of narcotics drugs and psychotropic substances.

He stressed on the need for proper definition of the drugs in any cases before taking up any FIR. He also spoke about the drugs related pending cases, briefed on ways to act, and of solving the cases in a timely manner.

Only an empowered officer should be responsible for the process of conducting, searching and arresting such items. He also delivered on different sections of the Indian Constitution act regarding drug issues. He further mentioned that only Section 42 is permitted for Assam Rifles on search, seizure and arrest. Section 41 to 67 is permitted for police personnel, he said.

District Session Judge, Imphal West Aribam Guneshwar Sharma spoke on CrPC of Indian Penal Code.
He said that the investigating officer should know the various pros and cons before filling or submitting an FIR. Without proper knowledge and understanding, there will be more problems and issues, he said. The law enforcement agencies should work for a better future, he added.

District and Session Judge Imphal West Aribam Guneshwar Sharma; special Judge, NDPS court, Lamphel Lamkhanpao Tonsing; additional SP(Ops) Tengnoupal Premjit; additional SP(Law and Order) Moreh O Sukumar;  CMO Tengnoupal Dr Kh Gojen; panel advocate , DLSA chandel David J Vaiphei; Judicial Magistrate, First Class cum Civil Judge junior Division, Moreh Sarungbam Mangaleibi attended the programme as presidium members.

Tengnoupal district Police Personnel and Assam Rifles personnel also attended the programme.
As a part of the event, Primary Health Centre Moreh and Medicine San Frontiers (MSF) Doctors and staff provided free health camps to drug users of Moreh.

A total of 41 drug users, 30 males and 11 females, benefited from the health camp.

The programme was organised under the overall supervision of chief medical officer Tengnoupal Dr Kh Gojen and medical officer in charge, PHC Dr Kh Santikumar.
