Unregistered deaddiction centres ordered to close down

Only three centres, namely Healing Point, Machin Manao Hills, Kakching (IRCA), Phidam, Machin Manao Hills, Kakching (IRCA) and Better Living, Rehabilitation Centre for Substance Abuse Behavioural Addiction, Sora, Ching Wangma Kakching (private de-addiction centre) are registered in Kakching district.

Kakching deputy commissioner Rohit Anand has ordered that all the unregistered deaddiction centres operating in the Kakching District shall cease to function with immediate effect.

The order released on Thursday stated that if there is any client/patient undergoing treatment in the unregistered de-addiction centres which are being closed, then the said centres shall immediately inform the family members of the patients to get them transferred to other registered centres located in Kakching district immediately.

Only three centres, namely Healing Point, Machin Manao Hills, Kakching (IRCA), Phidam, Machin Manao Hills, Kakching (IRCA) and Better Living, Rehabilitation Centre for Substance Abuse Behavioural Addiction, Sora, Ching Wangma Kakching (private de-addiction centre) are registered in Kakching district, it stated.

Vide Notice No. 9/23/2022/TRUST CENTRE- dated November 21, 2023  from the Director, Social Welfare Department, Manipur it was informed to all the private de-addiction centres, which are not registered under para 5.1 of Guidelines for setting up of Treatment and Rehabilitation of Users for Social Transformation (TRUST), unregistered Centres shall cease to function after 3 months from the issue of the notice, and the unregistered private de-addiction centres shall also to stop taking new admission from the date of issue of the said notice, it stated.  

The unregistered de-addiction centres had been informed that in case, if there is any client/ patient who require further treatment, the same may be transferred to other registered treatment centres in the district, it mentioned.

Vide Letter No. 9/23/2022/TRUST CENTRE- dated March 5, 2024, the Director, Social Welfare Department, Manipur had intimated the undersigned to take up necessary action against the unauthorised/ unregistered centres who fail to comply with the direction given in the aforesaid Notice dated November 21, 2023, it said.

The director, Social Welfare Department, Manipur vide Letter No. 9/23/2022/TRUST CENTRE- dated April 26, 2024 has intimated Kakching DC to take up immediate necessary action for closing of all unregistered de-addiction centres falling under Kakching District as an Action Taken Report is to be submitted to the Manipur Human Right Commission in connection with complaint No.242/14/4/2023 dated May 3, 24, it added.
