MGNREGS card holders in Manipur's Ukhrul district have appealed to the authorities responsible for delivering 100 days employment, to deliver the lapsed work days to the job card holders of 36 villages under Phungyar block and warned that they will be compelled to take legal measures.

A release stated that the card holders will also write to the Prime Minister of India mentioning all the names of the authorities concerned regarding the matter. The MGNREGS recently sanctioned for only four man-days for the job card holders in the month of May which were last sanctioned for the financial year of 2019-2020, it stated.

Phungyar block villages received only 19 man-days of employment out of could-be 100 man-days, including the four man-days, as per the guidelines of MGNREGS, it stated. When some village headmen made an enquiry about the matter, they were told that the entire 36 villages MGNREGS committee had uniformly failed to prepare or create job liabilities under Phungyar block, it stated.

On the other hand, Kasom block was sanctioned 14 man-days, Sahomphung block was sanctioned 14 man-days and Kamjong block was sanctioned more than 40 man-days for the same month of May, it stated. All this, while the entire Phungyar block villages were alleged that no job liabilities could be created, it added.

It stated that the villages questioned the reasons they systematically and uniformly failed with no variations among the villages in the man-days, it stated. They also questioned why they got only 19 man-days when it could have been 100 man-days, it added.

The MGNREGS Act guarantees not less than 100 days of employment for the job card holders in a year, failure for the authority to give it is not the fault of the card holders, it stated.

The job card holders of the Phungyar block villages should not be blamed for the technical failure at the MIS section, DRDA, Ukhrul and irresponsibility of the authority concerned, it stated. Failure to guarantee at least 100 days of employment to job card holders violates the guidelines of MGNREGS, it added.
