TSA urges CM Biren for immediate appointment of successful MCSCCE, 2016 candidates

The Thadou Students' Association conveyed to the chief minister its utter shock over the non-appointment of Manipur Civil Services Combined Competitive Examination candidates to their respective posts, even after three months of declaring the result by the Manipur Public Service Commission on November 22, 2022.

The Thadou Students' Association, General Headquarters, submitted a representation to Chief Minister N Biren Singh on Monday imploring for the immediate appointment of successful candidates of the MCSCCE, 2016 (2022) conducted as per the Supreme Court order.

The student body conveyed to the chief minister its utter shock over the non-appointment of Manipur Civil Services Combined Competitive Examination candidates to their respective posts, even after three months of declaring the result by the Manipur Public Service Commission on November 22, 2022.

It also conveyed its disappointment to learn that the 'Offer Form' issued on December 31, 2022, was later cancelled ambiguously.

TSA has its highest regard to the efficiency and transparency of the present Government but is surprised to come across the news report over the non-appointment of successful MCSCCE 2016(2022) candidates, it added.

The student body also emphasised to the chief minister to ensure complete adherence to the landmark judgment of the Supreme Court Order dated 11-02-2022 passed in SLP(C) No. 5680/2021 vide No. 3, i.e., the successful candidates, upon reappointment, will be given the continuity of service and consequential benefits if they been re-appointed previously in the same post.

Acknowledging the acute shortage of civil services officers, particularly the Sub-Deputy Collectors (SDCs) in the state government, the student body stated that the appointment of the present MCSCCE 2016(2022) successful candidates will give forty-eight SDC officers.

Moreover, the state government has already, through the MPSC, requested the recruitment of another 33 SDC officers for the MCSCCE, 2022, it added.

The student body further stated that nevertheless, the terminated candidates of the MCSCCE, 2016, who are successful again in the conducted re-exam MCSCCE, 2016 (2022) along with the newly successful candidates have undergone undue hardship, victimization, and due to their extraordinary circumstances.

Therefore, TSA requests the government to appoint these candidates at the earliest without further delay.

Whereas, as per notification of the MPSC vide dated 07/12/2022, the total number of posts/services has increased from 70 to 100 posts in MCSCCE, 2022 vice cancellation of MCSCCE, 2019. Delays in the appointment process will only delay the examination for the new requisites of 100 posts/services. Thus, the immediate appointment of the MCSCCE, 2016(2022) is the need of the hour, it added.

Urging the state Chief minister to ensure that the youth of Manipur are not victimized again, TSA General Headquarters beseeched the Chief Minister to give instructions for the issuance of an appointment letter/offer form to the successful candidates of MCSCCE 2016(2022) in view of justice and fairness.
