State Policy for PwD soon: Manipur Social Welfare director Ng Uttam

To make PwD accessible in all public buildings, the state government have started taking up renovation works in 28 office buildings for the first phase, Ng Uttam said.

Manipur Social Welfare director Ng Uttam on Thursday informed that the government is all set to introduce a State Policy for persons with disablilities to ensure 100 per cent implementation of the Rights to Persons with Disabilities Act, 2016.

He was speaking to the media on the sideline of a 'One Day Disability Awareness Programme' organised by the Indigenous Minority Socio-Cultural Organisation Manipur at Manipur Press Club in Imphal.

The director also stressed the need for understanding the provision of the Rights to Persons with Disabilities Act, 2016 by every government department to make it 100 per cent effective.

Social Welfare is just a nodal department for the welfare of the PwD, however the implementation of the welfare work is to be carried out by the concerned department, said Uttam citing the mandatory 4 per cent job reservation and other reservations for PwD are to be implemented by the department concerned.

He informed that as per the Persons with Disabilities Act, 2016 and DP order issued in 2020, provision of four per cent reservation in government jobs, five per cent in Higher Education, land allotment, livelihood schemes are to be given to the PwD besides appointing a grievances redress officer for the PwD in every department.

To make PwD accessible in all public buildings, the state government have started taking up renovation works in 28 office buildings for the first phase, he said, adding that process is also underway to make some stadiums in the Khuman Lampak complex to make it accessible by the PwD in collaboration with the YAS and Social Welfare department.

Moreover, the Social Welfare department, in collaboration with the health department, is also working at its best to ensure that all the eligible disables obtain the UDID card, which is mandatory for applying any schemes related with PwD, he added.

The function was also attended by social worker Bojesh Kom; IMSCOM president Momsokam Bapui and general secretary of Welfare Association for Blind Manipur Konsam Sadananda as presidium members.
