Seven departments on the anvil for misappropriation in Manipur

Under the Manipur Public Servants' Personal Liability Rules, 2006, a meeting of the High-Powered Committee (HPC) will be held at the Office Chamber of the Manipur chief secretary to consider cases of alleged irregularities in conveyance of duty and misappropriation of funds by public servants of various state departments.

The notification issued by the State Finance department (Pay Implementation Cell) on April 17, 2023 listed the seven state departments where the alleged irregularities happened. It also outlined the allegations in form of agendas to be discussed during the meeting and the officials who would attend the meeting with relevant documents.

It may be mentioned that the majority of the agendas discussed in the meeting are regarding misappropriation of government funds in the respective departments.

The state departments pulled up for the HPC meeting are - Social Welfare department for disengagement of 10 staff in different nomenclature of Welfare Manipur State Commission for Women (MSCW). With regards to the meeting, additional chief secretary and director of the Social Welfare department had been notified to attend the meeting.

Next is fishery department, for alleged misappropriation of Rs 1,27,30,004 by the then director In-charge of the department H Birmani singh. In connection with the allegation, the secretary and director of the Fishery department along with SP (Vigilance and Anti-Corruption) had been ordered to attend the meeting.

The notification further mentioned the Rural Development and Panchayati Raj (RD&PR) department, for alleged misappropriation of government money for Implementation of Integrated Rural Electrification Programme (IREP) by Md. Asad Ali, EO(P) — Ref Vigilance Case No 13/5PN/2013. Additional chief secretary and director of RD and PR along director (Vig and AC) had been notified to attend the meeting,

For Revenue and Disaster Management (R&DM) department, additional chief secretary and director of R & DM department along with officer-in-charge of Bishnupur Police Station had been called for the meeting with regards to alleged misappropriation of government money by cashier of the office of deputy commissioner, Bishnupur Ch Yaiskul Singh.

The list also included Municipal Affairs and notified the commissioner and director of Municipal Affairs to be present at the meeting with relevant documents in connection with alleged misappropriation of money amounting to Rs 70,60,4001 by deputy director of MOBC K Lokhol singh.

The next case involves alleged misappropriation of UGC money amounting to Rs 83.32,0851 by then principal in-charge of Lilong Haoreibi college Md Khalilur Rahman in the higher education department. For the case, the director of higher education and commissioner of higher and technical education had been notified to present the relevant documents regarding the case.

Lastly, the commissioner of the Power department along with managing directors of MSPDCL and MSPCL had been ordered to provide relevant documents in connection with alleged irregularities of CDA by the Power department.
