RTI activist alleges no records of two existing power stations

The MSPCL states that it is always ready to furnish all relevant information sought in regard to the actual works taken up.

RTI activist Wahengbam Joykumar claimed that there are no records in the MSPCL for the existing installation of 33 KV Feeders from powergrid to Yurembam Substation (State) and the associated 33 KV bays and also for the installation of 33/11KV lined tapped at Khongnangpaisabi Village from the existing 33KV New Chajang-Joupi Line constructed under RGGVY.

According to Joykumar, he filed two separate applications under RTI enquiring about the power stations on May 23 to the MSPCL and the replies for both the applications came on June 16.

As proof for installation of 33 KV Feeders from power grid to Yurembam Substation on turn-key basis, he produced the addendum sent to the Nagaland based M/S Unicraft Engineering Works by the MSPCL on March 31, 2015 with a total addendum amount of Rs. 21,18,44,184.83.

For the installation of 33/11KV lined tapped at Khongnangpaisabi Village from the existing 33KV New Chajang-Joupi Line, the RTI activist produced the booklet of “24X7 Power for All-Manipur” which its tentative scheduled commissioning was 2017 with a project cost of Rs. 3.21 crore.

Such irresponsible reply of the MSPCL clearly proves that there is no transparency and corruption free within the MSPCL, said Joykumar adding that there might also be involvement of higher authorities in such a scam.

Government ex-chequer is funds collected from public money in the form of tax, so each and every citizen has the right to question the utilisation of funds for every project, he added.

He informed that an appeal will be made through the Manipur Information Commission regarding the irresponsible reply from the MSPCL to look into the matter and take up necessary actions against those irresponsible officials.

Meanwhile, the Power Engineers Service Association (PESA) clarified that the allegation by Joykumar is a misleading charge to MSPCL. The information sought by Joykumar Singh on the name of works does not match any of the works executed so far, said PESA in a release.

Some works taken up by MSPCL, in the above areas, consist of multiple similar works, it said, adding that submission of wrong or incorrect information may be misleading to the public. The MSPCL is always ready to furnish all relevant information sought in regard to the actual works taken up, it added.

The release also appealed to all the RTI applicants to be very specific about the name of the works as mentioned in the DPR/LOA while seeking information.
