Private de-addiction centre 'Winners Home' banned

DC Imphal East ordered to handover any residing inmates in the centre to their respective guardians.

A privately run de-addiction centre 'Winners Home' located at Wakha Nongmaiching Chingkhong, Imphal East has been banned from functioning with immediate effect by an order of DC Imphal East issued on Tuesday.

The DC ordered to handover any residing inmates in the centre to their respective guardians. Further, Superintendent of Police, Imphal East also asked to take up immediate action for shutting down of the rehabilitation centre and also for checking of all such de-addiction or rehabilitation centres in the district and take up necessary action against those who do not adhere to the guidelines of the social welfare department, government of Manipur.

The order stated that the social welfare department on January 17 requested the DC, Imphal East to take up necessary action against the privately run de-addiction centre, Winners Home located at Wakha Nongmaiching, Chingkhong, Imphal East which is not a registered centre under the Social Welfare department, government of Manipur as a TRUST (Treatment & Rehabilitation of Users for Social Transformation)/rehabilitation centre.

Subsequently, the department on September 6, 2022 published an official gazette notification with an aim to regulate the functioning of non-funded private de-addiction/rehabilitation centres operating in the state and has framed detailed guidelines for setting up of Treatment & Rehabilitation of Users for Social Transformation (TRUST) Centre in Manipur and Minimum Standard of Care and Service for Treatment & Rehabilitation of Users for Transformation (TRUST) Centre.

And, in order to check and balance amongst the de-addiction/rehabilitation centres in the district, it is very important for all the de-addiction/rehabilitation centres to follow the guidelines laid down by the social welfare department, it stated.

Meanwhile, the centre is reportedly functioning without any authorisation from the government and the guidelines laid down by the government have not been adhered to by the centre.

Accordingly, the DC issued notices to ban the rehabilitation centre with immediate effect and ordered to handover any residing inmates in the centre to their respective guardians.

It may be mentioned that an inmate Ningombam Sanjoy, 40 son of Ibohal of Kongba Laishram Leikai stayed at Winners Home died at the centre on January 16.
