Poor roadways hinder JNV building construction at Jessami village in Manipur

The ongoing construction of Jawahar Navodaya Vidyalaya building located at Jessami village in extreme north of Manipur’s Ukhrul district has been hindered by poor approach road condition, making it difficult for heavy vehicles to transport construction materials at the building site.

Speaking to this Imphal Free Press corespondent on Sunday, Jessami village council chairman Anizote Mekrisuh said that to expedite the construction work, black topping of the approach road and electricity connection is needed urgently.

The village chairman said construction of new infrastructures started in March. However, the absence of electricity connection, scarcity of water and the deplorable condition of the approach road from the main road towards the permanent school building site has hampered the work.

Mekrisuh said that to tide over the difficulties, the contractor concerned has arranged a water pipeline from a distance of 6 km and constructed the approach road from a border road under National Highway 202. However, due to incessant rains and forcible transport of materials by using JCBs and bulldozers had rendered the road inaccessible. “A total of five fully loaded trucks are still stranded on the road,” he added.

As per the guidelines, construction of a road stretch towards the work site; providing electricity connection and water sources are to be done by the state government, he said.

“I have approached the deputy commissioner of Ukhrul, who is also the chairman of the JNV school Jessami, at his office chamber in June first week,” he said.

Detailed application was duly submitted, urging him to grant additional supplements under the MGNREGS flagship programme for construction of approach road from National Highway 202 to the permanent construction site of JNV Jessami, he added.

However, no positive response has come from the district administration, Mekrisuh lamented.

It is learnt that he had earlier submitted an application to the additional deputy commissioner, who is also the SDO of Jessami block, in April, over the inability to carry out site levelling and infrastructure building works due to scarcity of water and absence of power connection.

Acting on the Jessami village council chairman’s request, the ADC had written to the deputy commissioner Ukhrul on April 20, urging him to take up the matter with the state government as the approach road needs to be widened to ensure hassle free passage for the trucks carrying building materials.

The village chairman said that the school has been functioning in full swing at the temporary site since 2012 with infrastructures for buildings aided by the Jessami Village Council.

Students from different areas of Ukhrul district and other parts of the state come here for their education, though majority of them are from the villages under LM Sub-division, Chingai Sub-division and Jessami Sub-division in Ukhrul.

However, with the congestion of space and other inconveniences, school students, successive principals and staff have been eagerly waiting for the school to be constructed at a permanent site to ease their burden.

Some of the villagers had donated their lands free of cost for the construction of school building and other infrastructures, he added.

Meanwhile, chairman, Jessami village Council Mekrisuh has extended the council’s gratitude to the state and Central Government for establishing the Jawahar Navodaya School. He appealed to the authority concerned to look into the matter with urgency in the interest of the public.

It may be mentioned that JNV Jessami has been renamed as Ukhrul-II and has classes functioning up to 12th standard.
