Manipur Human Rights Commission (MHRC) on Wednesday asked both the SPs of Imphal West and East to submit the status report in connection with the incidents of assault cases.
A division bench comprising Justice UB Saha and member KK Singh took up the case on physical assault cases that took place in Khurai Thangjam Leikai and Kakwa Sofa Leirak.
Two complaint petitions filed by Onil Ksh of Keiseithong alleged that on the afternoon of September 19, 2023, Assam Rifles personnel allegedly rushed to house of one Thounaojam Nonichand, 60, at Khurai Thanjam Leikai, Imphal East in the pretext of dispersing crowd (bandh supporters) along Imphal-Ukhrul road near Khurai Ahongei, Imphal East.
At that time, Nonichand and his 25-year-old physically challenged son were watching TV. The personnel of CAPF started assaulting Nonichand and his disabled child as per petition. The assault must have lasted about 10 minutes, it mentioned.

Due to assault, Nonichand and his disabled child sustained severe injuries and both of them were taken to hospital. In another case, he alleged that on September 21, 2023 at about 4.30 pm, around 30 personnels of Rapid Action Force (RAF) personnel rushed into a house at Kakwa Laishram Leikai Sofa Leirak under Singjamei Police Station, Imphal East.
The RAF personnel searched every nook and corner of the house. RAF checked an ailing husband of Sunila who was bedridden. RAF personnel also checked the mobile phone that he was holding. His mother-in-law saw the medical documents tell them (RAF personnel) that he was a sick person.
Thereafter, the RAF went to another room of the house. Sunila, who is an ailing woman, came out after cleaning utensils. RAF personnel assaulted her with an electric shock baton, as per the petition. RAF personnel also broke down the door of one Laishram Ibechaobi of Kakwa Laishram Leikai Sofa Leirak, it mentioned.

Meanwhile, the MHRC disposed of a case filed by Sukham Bidyananda, a student leader directing the DGP, Manipur to enquire regarding the allegation he made in his complaint petition and finding of which shall be provided to him.
It may be mentioned that Sukham Bidyananda alleged that Themthing Ngashangva, IGP (Zone-I) and his escort team assaulted him while he was returning home during curfew hours despite possessing valid curfew pass, due to which he sustained physical injuries.
