A 61-year-old man from a village under Kumbi Police Station in Bishnupur district was shot on the leg by the proscribed Revolutionary People’s Front (RPF) on Friday as a punitive action for allegedly raping a woman.
The alleged rapist is identified as one Mutum Ibungo Meitei, 61, son of (L) M Jugon Meitei of Terakhong Maning Leikai, Ward No VI. Before inflicting the punishment, he was produced before the media persons at a spot in Bishnupur district where RPF Central Bureau, division secretary said that for raping a 26-year-old woman, the organisation apprehended the man and resolved to give three forms of punitive action after conducting a proceeding.
He said that Ibungo shall give a compensation of Rs 5 lakh to the victim within 10 days. He will be cast out from the village for five years and lastly, a special punishment will be given.
Division secretary said that Manipur, which has a rich past dating back to 33 AD where Ibudhou Nongda Lairen Pakhangba reigned, has been carrying forward a cultural legacy.
“Our forefathers have been passing down the cultural norms and traditions. Instead of upholding our noble ways of life, some of the senior citizens are indulging in immoral activities and sexually violating women,” he said. RPF will not remain a mute spectator, he added.
Ibungo has raped the woman three times on different occasions, he mentioned. He was apprehended on May 18 and was put on trial, division secretary mentioned. Since RPF does not support mob justice, the organisation waited for a few days, he further said, adding the organisation has been raising awareness on negative impacts of mob justice. They have also requested the meira paibis and youth clubs not to carry out mob justice on Ibungo’s case, he mentioned.
Meanwhile, Mutum Ibungo was reportedly found with a bullet injury on his left leg near Akasoi river between Wangoo and Kumbi area under Bishnupur district around 1.30 pm. As per sources, the victim has been admitted to JNIMS Hospital for medical treatment.
