Manipur: Public, paid holidays declared on repoll day

April 22 declared a public holiday for all public offices, educational institutions, autonomous bodies, etc. and a paid holiday for commercial/private undertakings in Manipur located within the 11 polling stations of the 1 Inner Manipur Parliamentary Constitutions where fresh polls are slated to take place.

The Manipur government has declared public holidays for employees on the day of fresh polls on Monday and paid holiday for employees engaged in commercial and industrial establishments in private sectors.

A notice issued by deputy secretary, state General Administration department Asem Rangina Chanu on Sunday said that the Manipur Governor has declared April 22 as a public holiday for all public offices, educational institutions, autonomous bodies, etc. and a paid holiday for commercial/private undertakings in the state located within the 11 polling stations of the 1 Inner Manipur Parliamentary Constitutions where fresh polls are slated to take place.

It also mentioned the list of the Assembly segments, polling stations and polling stations buildings.

Polling stations for 3-Khurai AC are 3/11- Sajeb (A) and 3/21-Khurai Thongam Leikai located at Moirangkampu Sajeb Upper Primary School and S Ibobi Primary School (East Wing), Khurai Thongam Leikai respectively; for 4/43-Bamon Kampu (North-A), 4/44-Bamon Kampu (North B), 4/45-Bamon Kampu (South West) and 4/46-Bamon Kampu (South East) at Bamon Kampu Upper Primary School, Pioneer Academy, Irilbung High School (North Wing) and Irilbung High School (South Wing) respectively, it stated.

It further said that polling station for 5-Thongju is 5/31-Khongman Zone-V(A) located at National Children’s School, while that of 10-Uripok are 10/1-Iroishemba at Iroisemba Upper Primary School (Eastern Wing), 10/6-Iroishemba Mamang Leikai at Iroisemba Upper Primary School (Western Wing), 10/7-Iroishemba Mayai Leikai at Iroisemba Upper Primary School (Middle Wing) and for 18-Konthoujam AC is 18/22-Khaidem Makha located at Khaidem Primary School (Southern Wing).

The notice further said that the state Labour Commissioner cum Secretary will make necessary arrangements with all private enterprises, private industrial centres and other private institutions under the Shops and Commercials Establishment Act to declare the said day as a paid holiday for all their employees.

No deduction or abatement of the wages of any such persons will be made on account of a holiday having been granted in accordance with law and if such person is employed on the basis that he would not accordingly receive wages for such a day, he will nonetheless be paid for such a day, the wages he would have drawn had not a holiday been granted to him on that day, it maintained.

It further said that in exercise of the powers conferred by the explanation under Section 25 of the Negotiable Instruments Act, 1881 (XXVI of 1881), the Governor of Manipur is pleased to declare as public holidays for all banks, financial institutions and LIC located in the aforesaid polling stations and that they shall remain closed on appointed day.

In order to enable the exercise right of franchise to those government, banks, public sector undertakings employees, commercial undertaking, etc. serving outside their assembly segments, as mentioned, they shall be allowed to avail Special Casual Leave/paid leave on the appointed day, it ordered.

Meanwhile, paid holiday has been declared for all the employees engaged in commercial and industrial establishments in private sector including shops, hotels, restaurants, workshops, educational institutions, printing press, newspaper establishments, training institutions, financial institutions, motor transport undertaking etc located within the area of the 11 polling stations on the day of the fresh polls on Monday.

Deputy Labour Commissioner, Manipur, Peter Salam, in an order on Sunday, said that no deduction or abatement of wages of any such persons shall be made for the poll day on account of a holiday having been granted to the person in accordance with law. If a holiday had been granted to a person without payment of wages for such a day, he shall nonetheless be paid in full for the poll day, the wages he would have drawn had not a holiday be granted to him/her on that day, it maintained.

It also ordered employers of all commercial and industrial establishments in the private sector to allow employees who are electors/voters of aforementioned 11 polling stations but working but working outside the polling stations to obtain leave of absence with full wages on the poll day to cast their vote/exercise right of franchise in the Lok Sabha General Elections.

The orders were issued in pursuance of the Notice No.123/RO/1-IMPC/RE-POLL/LSE/2024 dated April 20 issued by the Returning Officer, 1-Inner Manipur Parliamentary Constituency read with the ECI letter No. F.No.495/MR-HP/2024/NES-II dated April 20 declaring the poll held on April 19 at the 11 polling stations to be void and as per Section 135B of the Representation of the People Act, 1951, it mentioned.
