Manipur government appoints nodal officers to oversee situation in flood affected areas

Nodal Officers to establish departmental teams and constitute a Co-ordination Committee to take stock of the situation.

In a bid to put in place a structured mechanism for grievance redressal of the people affected by floods in the aftermath of Cyclone Remal and to improve coordination in rescue, relief and rehabilitation efforts, the Manipur government on Thursday appointed Nodal officers to oversee the situation in various Sub-divisions, localities and relief camps affected by the flood.

The latest order issued by Chief Secretary, Vineet Joshi said that the Nodal Officers will establish departmental teams and constitute a Co-ordination Committee to take stock of the situation.

It stated that they will addressing the issues in the Localities or Subdivisions where water has entered the houses and will be responsible for regularly visiting the area assigned to them, addressing the grievances of the residents, coordination with the 24x7 control room established on Thursday, Deputy Commissioner or government authority concerned for necessary action.

They will also address the issues in the Relief Camps established by the DCs and will be responsible for regularly visiting the relief camps assigned to them, addressing the grievances of the residents in the camps, coordination with the Deputy Commissioner or Government Authority concerned for necessary action, it maintained.

It also highlighted the coordinated actions to be initiated by the departmental teams, stating that they will be responsible for regularly visiting the jurisdictions under them, coordination with the 24X7 Control Room, addressing the grievances received from the area/control room. It mentioned that similar orders for the above duties are to be issued by other affected DCs.

It added that the respective Administrative Secretaries along with their HoDs will personally Monitor the department’s work and report to the Chief Secretary daily, at least twice at 11 am and 7 pm. It further said that a Co-ordination Committee is constituted with the responsibility of supervising and coordinating the overall rescue, relief and rehabilitation efforts of the Government.

The Committee will be headed by the Chief Secretary and will consist of officials including the Additional Chief Secretary (RDM), Government of Manipur; Director General of Police, Manipur; Principal Secretary (TC&I), Government of Manipur; Commissioner (CAF&PD), Government of Manipur; Commissioner (WRD), Government of Manipur; Commissioner (Power), Government of Manipur;  Secretary (Works), Govt of Manipur; Secretary (PHED), Government of Manipur and Special Secretary (Health & FW), Government of Manipur.

It further listed the subdivisions or localities where water has entered the houses including Lamphel in Imphal West District, which will be overseen by nodal officer, Md Imran Khan; Patsoi in Imphal West, under Nodal officer Y Sovashini; Wangoi in Imphal west under nodal officer H Sukumar; Lamshang in Imphal west under nodal officer Madan Gopal Laishram; Lairikyengbam Leikai in Imphal East under SDC/Porompat; Nagaram, Imphal East under SDC/ Bashikhong; Kairang Muslim and Kairang Meitei in Imphal East, both to be supervised by SDO/Sawombung.

The list also includes Mantripukhri, Imphal East under SDO/ Porompat; Khabam and Heingang in Imphal East, both under Robinson EE, SDO/Porompat; Achanbigei, Imphal East under SDO/ Keirao Bitra; Keiko and Maiba Khul in Imphal East, both under SDO/SDC, Porompat; Laipham Khunou, Imphal East under SDO/Keirao Bitra; Mongjam, Imphal East under SDO/Porompat; Kontha Ahallup, Imphal East under Anish & Team and Namdulong/ Ragailong in Imphal East, which will be overseen by SDC/Bashikhong, it stated.

It further mentioned the relief camps, the locations and the names of the nodal officers which will oversee the camps. It said that the relief camps opened at Lamboikhongnangkhong market; Imoinu Sanglen, Lamboikhongnangkhong; Lamboikhongnangkhong Community Hall; Achom Leikai Community Hall; Uripok Khoisnam Leikai Community Hall; Lamphel Yaipha Leikai club; Iroisemba Community Hall; Takyel Khongbaal Maning Leikai, Lairembi Sanglen; Sagolband Amudon Multipurpose Hall and Sorbonthingel Community Hall, all under Lamphel Sub-division in Imphal West District will be supervised by Nodal Officer, Y Dhanachandra.

While, the relief camp opened at Hao Ground, Singjamei under Lamphel sub-division in Imphal West will be overseen by nodal officer, Salam Bimoljit, it stated. Nodal Officer M Sailesh Raj will be in charge of the relief camps opened at Sekmai Khunou Kangjeibung Upper Primary; Nilapadma Higher Secondary School, Awang Sekmai; Khonghampat Mayai Leikai Community Hall and Mantri Laikai Community Hall, all under Lamshang sub-division in Imphal West district, it mentioned.

The order also said that the relief camps opened at NBCS Community Hall, Takyel Khongbal Maning Leikai; Residence of Naorem Biiendro Singh, Patsoi Part 1 and Residence of Taorem Gulamani singh, Patsoi Part 1, all under Patsoi sub-division in Imphal West will be looked after b y Nodal officer Kash Renu. While, Nodal Officer Sh Jemmy will take stock of the relief camps opened at Mongjing Primary School, Public Enterprises, Residence of Aruna Councillor (One kitchen) and Sagoltongba Mamang Leikai Community Hall, under Patsoi sub division in Imphal West, it added.

It further mentioned that the relief camps opened at Luwangsangbam Sports and Hostel No 2 Khuman Lampak in Imphal East will be looked after by BDO Heingang L Rita Devi and Nodal officer James Kondam will take charge of the camp at Namdulong Church in Imphal East.
It further said that SDO Porompat, S Jotin Singh will oversee the relief camps set up at Lairikyengbam Mayai Leikai Community Hall; Lairikyengbam Awang leikai Community Hall; Lamjingba Educational Institute (LEI) School, Keikol; Khabam Makha Leikai Community Hall; Koirengei Bazar Community Hall; Kairang Mamang Leikai; Kairang Maning Leikai (in Pvt home); Maiba Khul Community Hall; Community Hall, Namdulong; Royal School, Namdulong; Tangkhul Baptist Church; Mongjam Mamang Leikai Community Hall; City Convention Centre; Luwangpokpa Cricket; Khabam Maning Leikai, Bamon Mandop; Khabam Lai Haraobham and Heingang Saya, all in Imphal East district.

The order also listed the sector/departments concerned, details of the jurisdictions and the name of the team, leaders to ensure prompt and well-coordinated actions, it added.
