Manipur Congress condemns Paolienlal over UT remark

The Manipur Congress demanded clarification on SoO agreement.

The Manipur Pradesh Congress Committee (MPCC) has condemned BJP MLA Paolienlal Haokip of  Saikot AC for his statement about three union territories in Manipur. 

The MPCC also demanded clarification from the chief minister of Manipur and BJP, Manipur Pradesh president regarding withdrawal of clause ‘safeguarding the integrity of Manipur’ from agreed ground rules for implementation of SoO.

Speaking to the media on Tuesday at the Congress Bhawan, MPCC senior spokesperson, Hareshwar Goshwami said that on July 31, according to local daily newspaper report ‘Paolienlal Haokip in an interview by PTI stated that three union territories in Manipur can bring solution in the state.

Paolienlal Haokip is among the ten MLAs that are demanding a separate administration in Manipur, Goshwami said, adding that the MPCC condemns his opinion and that there will be no separation or union territory.

Since May 3, the turmoil in Manipur is continuing and no appropriate action has been taken up against ten MLAs who are demanding a separate, he said. 

As per media report, there is speculation that the clause safeguarding Manipur’s integrity has been withdrawn from the SoO agreement by the BJP government on the pressure that the groups under SoO would not be able to represent their people if it was not withdrawn.

“The formal dialogue between United People’s Front (UPF) led by Aron Kipgen and Kuki National Organisation (KNO) led by Seilen Haokip was held recently at Delhi with the BJP government under the chairmanship of AK Mishra, special advisor MHA. During the talks, UPF and KNO put up the demand for creating a union territory”, it was reported in newspapers, he said. 

He said that it may be pertinent to mention that in the Preamble of ‘Agreed Ground Rules for Implementation of the SoO with KNO and UPF’ was agreed to uphold the constitution of India, the laws of the land and the territorial integrity of Manipur.

He said the state BJP government must have known this as the SoO is a tripartite agreement between militants represented by KNO, UPF and the government of Manipur and the government of India. Even though it is in the news, no official clarification is made so far in this regard, he added.

He also mentioned that a few weeks back the chief minister himself stated that law and order in the valley will be looked after by him whereas the hills will be handled by Union Home Minister Amit Shah. Later on, he clarified that UHM will tackle the militants under SoO. The question is, is it how the UHM is dealing with the hills, he asked.

“Is it the reason why BJP CM Biren is projecting as Godfather in the valley and BJP government at the centre as champion of the hills in the centre?”, he asked, adding that the state forces under Biren is fighting against militants under SoO plus security forces under Union Home Ministry.

The Prime Minister, after being silent for more than two months, spoke on one selected viral video belonging to one particular community while avoiding all other heinous crimes committed by the other community. As the assembly election in Mizoram is nearing as well as Lok Sabha election and BJP’s future is bleak in the face of opposition ‘India National Developmental Inclusive Alliance’, such crisis seems to have created artificially for winning elections in the hill areas of Manipur and Mizoram, Hareshwar said.
