In a solemn session marking the second half of the first day of the fifth session of the 12th Manipur Legislative Assembly on Wednesday, condolences were offered for the demise of former governor PB Acharya, 10 former members, and a former secretary of Manipur Legislative Assembly.
Members from all political affiliations expressed their deepest condolences, emphasising the irreparable loss to the state due to the passing of these esteemed leaders. A two-minute silence was observed in honor of their memory.
Leader of the House, N Biren Singh led the obituary references, highlighting the significant contributions of the departed individuals.

CLP leader Okram Ibobi, ministers and other MLAs also echoed sentiments of grief and loss.
Additionally, the House mourned the loss of innocent civilians and security personnel in the ongoing violence, with a separate obituary reference. A resolution was passed to condole their deaths, followed by another two-minute silence.
Moving beyond the somber proceedings, the leader of the House presented the Budget Estimates for 2024-25 (Vote-on-Account).
The proposed budget outlined a total expenditure of Rs 34,040 crore from the Consolidated Fund of the State, with Revenue Expenditure estimated at Rs 20,246 crore and Capital outlay at Rs 8,155 crore.
Furthermore, he presented the Demands for Supplementary Grants for the year 2023-2024, amounting to Rs 3546 crore, covering 26 Demands and 2 Appropriations. A motion for vote on accounts 2024-2025 was also put forth.
He also presented the 6th Report of the Business Advisory Committee, signifying a comprehensive agenda for the legislative session ahead.
