Man arrested for duping job seekers

The accused duped young job seekers of over Rs 1 crore in promise of jobs.

A person staying in Imphal East, Manipur has been arrested on charges of fake appointment, fraud and of cheating many unemployed youths by collecting over Rs 1 crore in promise of jobs in security forces, police said on Wednesday.

Police said the arrested person was identified as one Changambam Manoranjan Khuman, 66, son of late Ch Brajakishor Singh from Pishumthong Ningom Leirak, Imphal West presently staying at Porompat Thawanthaba Leikai, Imphal East.

Superintendent of police, Imphal West Ksh Shivakanta on Wednesday told the media in Imphal West that Manoranjan was arrested by the Lamphel police team led by its officer-in-charge, inspector P Khogendro from his present residence around 7 pm on Tuesday.

He said, Manoranjan was the main accused of the case FIR NO-222(11)2016 U/S 417/420/506/34 IPC of Lamphel Police Station.

The accused person introduced himself as Internal Security Advisor of North East Region of the Ministry of Home Affairs, Government of India by running an office in the name of Central Paramilitary Force (SSB-BSF) Battalion Sub- appointment committee at Langol Housing Complex near Meitei Mandop, Shivakanta said.

In the capacity of the said office, the accused person assured the interested unemployed youths in the state that the appointment committee has full capacity to give jobs/appointment of General Duty Constable in SSB or BSF. 

He lured the job seekers by telling them that they will be appointed under the scheme of underground surrender policy imposed by the Central government, specially for the unemployed youths of the state of Manipur, Shivakanta added.

To carry out the fake recruitment works, he collected a huge sum of money ranging from Rs 1.5 lakh to 2 lakh per interested candidate during the period from October 2013 till 2016. 

After collecting a huge amount of Rs. 1.08 crore, he deceived the common people and fled from Manipur in 2016 and settled in Delhi and Mizoram.

Shivakanta further said that a Non Bailable Warrant was issued against the accused person by Chief Judicial Magistrate, Imphal West vide memo no. CIM/IW/2017/1182 dated 06/06/2017, and he has been absconding for a long time.

Manoranjan is also accused in FIR No.284 dated 07/02/2023 u/s 419/386 IPC of Silchar Police Station, Cachar district, Assam for extortion of money in Assam.

Shivakanta appealed to the general public not to fall prey to such criminals who are duping job seekers of their money in the name of providing employment, financial benefits, and others.

Manoranjan was arrested earlier in 2007 as an active member of the proscribed underground outfit KYKL. He was reportedly working as a self-styled chief advisor of the outfit’s New Operation Kangleipak. He joined the outfit in 2005, and it is also learnt that he reportedly used to work as the chief security advisor of former Nagaland chief minister SC Jamir before joining KYKL.
