Krishnadas Murder Case 2009: CJM directs Delhi jail SP to make arrangement for appearance of accused Kh Naobicha

The accused is now under judicial custody at Delhi district jail under the NIA case.

The Chief Judicial Magistrate, Imphal West on Wednesday directed the SP of Delhi Jail No. 10, Rohini, Delhi to arrange for the production of the accused Khumanthem Naobicha, on or before January 10, 2022, to the court for further proceeding, in connection with Krishnadas murder case of 2009.

The investigation officer of the abduction and murder case of Yengkhom Krishnadas, which took place in 2009, after a span of 12 years, got the permission of the court of Chief Judicial Magistrate (CJM), Imphal West to pass a production warrant against Khumanthem Naobicha alias Ningamba, son of Kh Mani Singh of Kwakeithel Heinoukhongnembi Thokchom Leikai. However, the SP of Delhi jail No. 10, Rohini, Delhi, and the jail authority were not granted to produce the accused when the IO of Manipur approached.

The accused is now under judicial custody at Delhi district jail under the NIA case. The SP of Delhi jail and the jail authority stated that when a warrant for producing a prisoner in the court outside Delhi is received against whom cases are pending investigation or trial in Delhi, the SP should produce the prisoner before the concerned Chief Metropolitan Magistrate as mentioned in rule no. 689 of the duty of the SP with regard to the prisoner to send the accused to the concerned court.

The CJM, Imphal West granted the prayer of producing a warrant against Khumanthem Naobicha on October 16. While the IO of the Krishnadas murder case submitted a report that the IO had approached Delhi jail on October 11 for the production warrant but the SP of the Delhi jail was not allowed for a specific reason.

On June 10, 2009, a complainant Keisham Gopal Singh son of (L) K Babu Singh of Thangmeiband Khomdram Selungba Leikai, lodged a complaint to the OC of Imphal Police Station, alleging that on that day at 10 pm some unidentified armed persons numbering about four-five persons came to his house and abducted his son-in-law Yengkhom Krishnadas, 42, son of (L) Ballop Singh of Kakching Sumang Leikai.

The armed persons fired one round and took his son-in-law towards Sanakeithel in a white Maruti Van. Accordingly, a regular case was registered at Imphal Police Station and investigated.

It was revealed during the investigation that the abduction was for ransom. The NIA case has been charge-sheet against him and others on February 8, 2018, and he is presently lodged in Judicial Custody at District Jail No. 10, Rohini, Delhi.

Therefore, the investigating officer of the case prayed that his arrest is extremely important, and with the effect of his arrest the case would be crystal clear and would be able to form charges against every accused person.

The court noted that the accused has never been arrested in the case at any point in time, his involvement was brought to the notice after due investigation and the IO of the case said the accused is being languished at the jail of Delhi. While the case is very sensitive that shocked the state at one point in time, the production of the accused before the court is necessary for necessary interrogation. Therefore, the court directed the SP jail for arranging the production of the accused.
