JCILPS conducts anti-illegal entry drive in Imphal; detains 30 ILP defaulters

As many as 30 people were apprehended during a drive conducted by the Joint Committee on Inner Line Permit System (JCILPS) Manipur at Paona Bazar in Imphal West on Thursday, to check the presence of illegal immigrants and non-locals staying without Inner Line Permit (ILP) or invalid ILP.

Of the total 300 non-locals verified by the volunteers of JCILPS, including its students and women wings in collaboration with a team of City police station, as many as 30 individuals were found without proper documents for ILP, the JCILPS sources said.

Those apprehended have been handed over to the City police station for further verification and legal action, the sources said.

Regarding the detection of non-locals without ILP, convenor of JCILPS, Phulindro Konsam, while speaking to the media point to a big loophole in the scrutiny of non-locals at Mao and Jiribam gate by the authorities.

Stating that many non-locals are found to be possessing the state voter cards and Aadhaar cards, he said it is uncertain whether they arrived in Manipur before 1951. In order to vary the fact, Konsam apprised the authority concerned to do the needful.

The convenor also opposed the state government’s decision to adopt 1961 as base year for defining the term indigenous pointing out that as many as three lakhs immigrants have entered the state between 1951 to 1961.

Considering the fact that demographic imbalance started since 1951, it is wise to adopt 1951 as the base year and the JCILPS will not compromise on adopting 1951 as base year.

Recalling the chief minister’s announcement to launch a statewide house-to-house survey to crack down on illegal immigrants and those non-locals without valid permits, he said that Thursday's drive is an act of supporting the government in strengthening the ILP functioning.

Such a drive will continue in different places of the state with support from local clubs and public, he said, adding that the JCILPS aims to cover all the places unreached by the state government functionaries in such a drive.
