Following the recent report wherein 25 educational institutions from the state were affiliated to the Central Board of Secondary Education (CBSE) and then de-affiliated, the state government has formed an Inquiry Committee to inquire into the issuance of No Objection Certificate (NoC) for the affiliation.
An order by Anjali Chongthem, Joint Secretary, Education - S, GoM for the Governor, it stated that “the Governor of Manipur is pleased to constitute an Inquiry Committee with the following members to inquire into the issuance of No Objection Certificate for affiliation to CBSE (Central Board of Secondary Education) by unauthorised persons/officials in respect of 25 (twenty five) educational institutions from Manipur which were recently affiliated and later de-affiliated to CBSE”.
As per the order, the Inquiry Committee consists of L Nandakumar Singh, Director, Education-S, Manipur as the Chairman; Bisheshwar Khumukcham, Additional Director, Education-S/ Valley, Manipur as Member and Dangmei Manglem, Additional Director, Education- S/ Hills, Manipur as Member Secretary.

The terms of reference of the above Inquiry Committee shall be to find out officials/ officers responsible for issuing the NoCs without following due process; find out if signatures have been forged in r/o any of the signatories in the NOCS; recommend appropriate action against responsible officers/ officials.
In case of any evidence of forgeries, appropriate legal action to be taken up by filing FIR, etc., the order stated.
The Inquiry Committee shall furnish its report to the state government by January 5, 2024, the order stated.
