‘Ghost contractor’ who forged documents to obtain work orders arrested

The Chief Judicial Magistrate, Imphal West remanded GG Rongmei in six-day police custody till June 14 for further investigation.

Ghost contractor, Gangmei Gaidon Rongmei, who took work orders from the Imphal Municipal Corporation (IMC) worth crores with forged documents, has been arrested and remanded in police custody till June 14 for further investigation.

Gangmei Gaidon Rongmei (41), son of Late G Khamsingam Rongmei of Tarung Thangmeiband, Imphal West was arrested on Thursday and produced before the court with a prayer of police custody in connection with a case of obtained work orders by producing forged documents in the name of one GG Rongmei instead of disclosing the real registered name and entity by using letter heads in the name and style of one GG Rongmei, Special Class Contractor, Manipur Police Housing Corporation Ltd (MPHC) bearing Regd. No. B/112/90/MPHC/Vol-V/Pt)/24 dated 21/09/2019. 

The Chief Judicial Magistrate, Imphal West remanded GG Rongmei in six-day police custody till June 14 for further investigation.

The IO of the case submitted before the court that, while taking work order, GG Rongmei produced a bank account of the CBI (Central Bank of India), Checkon Bazar branch, Manipur with savings bank Account No. 3214587823, vide their letter No. CBI/CHEBAZ/2022-23 dated 08/06/2022 and furnished the KYC documents of GG Rongmei with the mentioned account number. The KYC documents revealed that the person named (GG Rongmei) is none other than G Gaidon Rongmei, son of late Khamsingam Gangmei of Tarung Thangmeiband, Imphal West, Lamphel, who is an Ex-Councillor of Ward No. 1 of IMC.

It is also worth noting that no Councillor of the local bodies shall directly/ indirectly be involved in the contract works relating to the concerned local body i.e., IMC (Section 59 of Manipur Municipalities Act, 1994). 

It may be mentioned that a complaint was lodged by K Romeo Singh, Engineering Officer, Imphal Municipal Corporation (IMC) stating that Gangmei Gaidon Rongmei, Ex-Councillor in the term of June 2016-June 2021, Ward No. 1 of Imphal Municipal Corporation allegedly obtained work orders by producing forged documents in the name of one GG Rongmei instead of disclosing the real registered name/entity by using letter heads in the name and style of one GG Rongmei, Special Class Contractor, Manipur Police Housing Corporation Limited (MPHC).

The IMC engineering officer stated that no councillor of the local bodies should be directly/indirectly involved in the contract works relating to the concerned local body i.e., Imphal Municipal Corporation (Section 59 of Manipur Municipalities Act 1994). Therefore, the engineering officer prayed for action according to law against GG Rongmei. 

The IO submitted that during the interrogation, GG Rongmei disclosed that from 2019 onwards till date he has been working as a special contractor and it also covers some period during his tenure as councillor. So, thorough interrogation of the undernoted person in police custody is highly required to extract the real facts and veracity of the crime, the IO said.

The court, after perusal of the submission of the IO and additional PP, found sufficient materials to form a prima facie case against the accused person and therefore, the court remanded GG Rongmei to six days police custody.
