There has been an internal tussle between L Radhakishore Singh and MLA of Wabagai assembly constituency Usham Deben who was elected in BJP ticket for chairmanship of Manipur Pollution Control Board (MPCB).

After Radhakishore filed a writ petition in the High Court of Manipur, Justice Muralidharan stayed the order of the government issued on September 20 that appointed Usham Deben as chairman of MPCB. The court further directed Deben to submit a counter affidavit by November 16.
