No possibility of question paper leakage: BOSEM

The Board of Secondary Education Manipur (BOSEM) has clarified that there is no leakage of question papers for English subject on the first day of High School Leaving Certificate Examination (HSLCE), 2023. He said there are video proof along with time stamp of sealed GI trunk containing question papers being opened on permissible time.

Speaking to media at BOSEM office, Babupara on Friday, BOSEM secretary S Mangijao mentioned the complaint filed by Manipur Youth and Students’ Union (MYSU) regarding the incident at Khangabok Higher Secondary School centre on Thursday.

Mangijao pointed out that BOSEM had already begun the necessary actions in compliance with the complaint.

“BOSEM will take any actions required over the complaint filed in regards to MYSU volunteers recovering a plastic bag containing answer notes of English paper which was reportedly thrown into the exam centre by unknown individuals,” he said.

Mangijao noted that as per reports by OC, AOC, SO of the exam centre the reported plastic bag was recovered around 11:00 am near the school toilet. The bag was immediately discarded using appropriate measures, he added.

He further stated that BOSEM chairman and controller of examination had inspected the controversial centre in Khangabok and notified SP Thoubal District to beef up security measures in and around the exam centre.

The BOSEM secretary pointed out that the GI trunk containing question papers was opened around 8:47 am as permitted under BOSEM examination guidelines. The answer sheets were found much later on, he added.

“The question of paper leakage need not even rise as all the examination officials followed the inscribed BOSEM exam procedures and rules to the tee,” he said.

The BOSEM secretary further assured that examinations for the remaining papers will be conducted under strict vigilance and also advised students to refrain from using unfair means in the HSLCE,2023 exam.

On the matter of rejecting few students for the exam, BOSEM Computer Programming under-secretary Ch Iboyaima mentioned the case of a student from Bethel English school, Nambol in which the school authority had failed to submit the online form for HSCLE, 2023.

He noted that a total amount of Rs 2,37,200 for only 94 students had been submitted by the school authority for the form submission. The school had ample opportunity to cross check whether the total lined up the total exam candidates, he added.

“Schools need to check the status of form fill up payment along with other required details of the students, however if the payment is not successful the admit card will not be distributed,” he said.

Iboyaima maintained that there were no technical shortages on BOSEM’s part regarding the matter and stated that the problem was created because of school negligence.
