YFPHR seeks governor’s intervention on Lhukhosei Zou case

The Youth’s Forum for Protection of Human Rights (YFPHR) has urged Governor Najma Heptulla for urgent intervention on the missing original samples and other related materials in connection with the case concerning Lhukhosei Zou, former ADC. 

During the period when Zou was missing, the original samples and other related materials disappeared from the FSL, Pangei, Malakhana of NAB and others, said a release. The organisation is apprehensive that all important documents related to the matter might also have disappeared prompting him to surrender before the court on February 2020, it said.

YFPHR appeals to the governor to consult with the team of legal consultants for finding strategies to deal with the case of Lhukhosei Zou. An appeal should be made before the higher court to cancel the bail order passed by special court of ND & PS of Manipur, it stated.

It further urged the governor to communicate with the Prime Minister, home minister and speaker of Lok Sabha immediately. This is to give their support and technical advice to the chief minister of Manipur to start a fair trial against Lhukhosei Zou.

It appealed to advice the council ministers in Manipur call an emergency cabinet meeting to discuss on establishing an independent, impartial and credible investigation team or SIT. Such a team can be chaired by one retired justice of Supreme Court to investigate illegal drug trade, poppy plantation cases, it stated.

YFPHR further appealed to find appropriate strategies to engage with NIA for their role to arrest Lhukhosei Zou under National Investigative Agency Act (Amendment) 2019.

It further asked to provide special technical advice to chief secretary of Manipur, Suresh Babu in submitting a detailed report of Lhukhosei case. The detail has to include the legal provision by which bail is issued with compression of the case when registered as arrested with drugs, YFPHR stated

It urged the governor to invite additional SP of narcotic cell of Manipur, Brinda so the she may brief the governor about the details of the case in the past and present development, and what can be done in the future. Security must be provided to Brinda for her safety and security, it added.
