YFPHR alleges Women’s Police Station Imphal West of failing to arrest suspect

Although the anticipatory bail of the accused was cancelled by the court of additional sessions judge (FTC), Imphal West on March 11, the accused person is yet to be arrested “due to some understanding between the accused person and the police station,” the YFPHR alleged.

The Youth’s Forum for Protection of Human Rights (YFPHR) on Thursday alleged Women’s Police Station Imphal West of negligence for not arresting an accused involved in alleged rape case.

In a release, YFPHR stated that in November 2021 the victim, Ms Chun (name changed), 21, from Churachandpur district came to Imphal in search of jobs, and she met the accused, Salam Kennedy, 22, son of Matumba Singh from Arong Makha Leikai. The two had a live-in relationship thereafter, YFPHR alleged.

On January 3, when medical examination confirmed that Chun was five weeks and four days pregnant, Kennedy insisted she abort the child, but when she refused to do so Kennedy abandoned her without any communication, it further alleged.

On January 11, when the victim reported the issue to Women’s Police Station, Imphal West, in an attempt to trace the father of her unborn child, the police failed and denied from mentioning that the victim is pregnant in the report, YFPHR stated. To proceed with the complaint, the investigating officer charged the victim a sum of Rs 3,500 as ‘money for oil’, it continued. No FIR was lodged by the investigating officer, and the victim was asked to visit the police station on January 15. But when the victim complied, she was then asked to report on January 18, it mentioned.

“On January 22 the police registered the FIR Bearing FIR No: 4 (01) 2022 WPS-I/W U/s 376 IPC, however, the accused Kennedy obtained an Anticipatory Bail which we suspect it to have been advised by the Women Police Station, Imphal West and as a result, his arrest never went through,” YFPHR stated.

Although the anticipatory bail of the accused Kennedy was cancelled by the court of additional sessions judge (FTC), Imphal West on March 11, the accused person is yet to be arrested “due to some understanding between the accused person and the police station,” it further alleged.

Requesting the director general of Police and Minister in charge of Home, government of Manipur to intervene and direct the authorities concerned to arrest the accused promptly, YFPHR further appealed for the necessary legal actions against the responsible police officers for their alleged negligence.
