It said that the special class contractor, MTDC, W Ratan Kumar Singh has withdrawn Rs 70 lakhs of the project cost of Rs 5,01,05,337 on July 1 of last year and it has been 15 months since and even the foundation work is at a standstill without progress.

The amount released for the foundation and infrastructures development cannot be allowed to be neglected for so long lest the time bound work of the project for 18 months lapse as it has been 15 months, the release said, adding that there is no work progress.
