Rice Distribution in Kakching: Official submits report

MHRC stated that one Naorem Purnima Singh and Naorem Brojen Singh had filed a complaint before the commission, alleging that food grains (rice) are not distributed as per the requirement of NFSA 2013 and PMGKAY.

Following the direction issued by the Manipur Human Right Commission (MHRC) to distribute rice to NFSA and PMGKAY beneficiaries of some wards in Kakching district, the district supply officer of Consumer Affairs, Food and Public Distribution, Kakching on Friday submitted a report of action taken along with acknowledgment of distribution of rice to the MHRC.

Based on the submitted report, the commission disposed of the complaint case of non-distribution of rice.

The commission stated that one Naorem Purnima Singh and Naorem Brojen Singh had filed a complaint before the MHRC, alleging that Food grains (rice) are not distributed as per the requirement of National Food Security Act 2013 and Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).

The complainants had stated that in-connection with the non-distribution of food-grains (rice) as per the requirements of the National Food Security Act and the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), two separate representations were submitted to the deputy commissioner Kakching, seeking for his intervention, it stated.

The complainants had alleged that the deputy commissioner Kakching failed to take necessary action based on the complaint, it added.

The commission further stated that Ningthoujam Pateshori Devi who represented Joint Action Committee, Tokpaching also filed a complaint alleging that DC/ADC/DSO Kakching failed to take necessary action despite submitting written representation in connection with the non-distribution of rice as per the requirement of National Food Security Act to the residence of Ward No IX/II of Heidroipokpi Leikai of Arong Nongmaikhong, Gram Panchayat, Kakching district.

The Commission on June 29 and July 14 conducted a proceeding of the complaints. Deputy commissioner of Kakching district submitted a separate inquiry report, which was submitted to him by the civil supply inspector, CAF and PD, to MHRC, it added.

Both the inquiry reports claimed that Fair Price Shop Agents had distributed food grains as per provisions of NFSA and Rules prescribed by the government, MHRC stated.

In their respective replies to the inquiry report submitted by the Kakching deputy commissioner, the complainants refuted the inquiry report. 

On September 13, the commission directed the complainants to prepare a list of eligible beneficiaries in tabular form indicating the number of months which they did not receive (Food grain) under NFSA and PMGKAY and submit the same before the commission.

Further, the additional deputy commissioner and district supply officer who were present during the proceeding assured that they will check the list of the beneficiaries and required rice shall be distributed after examining the genuineness of the list, as per MHRC. The eligible lists of beneficiaries submitted by the complainant were furnished to the deputy commissioner, Kakching, it stated.  

In the proceedings, the commission directed the deputy commissioner, Kakching and district supply officer to ensure that the required rice is distributed to the eligible beneficiaries as per the requirement of NFSA and PMGKAY. The commission also directed Kakching deputy commissioner and district supply officer to submit the compliance report on October 7.

MHRC stated that the district supply officer who appeared in person before the commission on October 11 prayed that he may be allowed to submit a compliance report after a fortnight on the ground that he was yet to receive an inquiry report from his staff. His prayer was allowed and he was directed to submit the compliance report on October 29 without fail, MHRC stated. 

Accordingly, the district supply officer submitted his action taken report along with the acknowledgment of distribution of rice that he received from the complainants, it added.
