Online registration for shops, establishments launched in Manipur

Khemchand said that launching of the e-service for registration of shops and establishments is part of the 100-day programme of the state government.

Shops and establishments in Manipur can now register for a licence or renew their certificates online. The system for the registration/renewal of shops was launched by MAHUD Minister Y Khemchand in Imphal on Monday. 

Khemchand said that launching of the e-service for registration of shops and establishments is part of the 100-day programme of the state government. It will solve the issue of travelling to each respective municipality for registration or renewal. Moreover, it will also benefit the state's revenue as it will alert itself for tax in time, he said.

MAHUD commissioner M Joy said that since the onset of COVID-19 pandemic, Manipur Administration, Housing and Urban Development (MAHUD) Department has been making efforts to deliver some of the services provided by the urban local bodies of Manipur online.

Induction of the 12th schedule in the Constitution through the 74th constitutional amendment has brought various urban activities and services within the purview of urban local bodies.

It has become inevitable for the urban local bodies to render services as per the requirement and necessity of the citizen and town in pursuance to the provisions as contemplated in the constitution, the commissioner said.

Joy said there are 27 urban local bodies consisting of one municipal corporation, 26 municipal councils responsible for implementation of the urban development activities in their respective areas in Manipur.

He also said that the state technical level committee for implementation of Atal Mission for Rejuvenation and Urban Transformation in Manipur in its meeting held on December 16, 2020 designated Town Planning Department, Manipur as the nodal department for implementation of online municipal service for 27 urban local bodies.

The town planning department, in consultation with 27 urban local bodies, implemented registration of birth, registration of death, booking and payment of desludging tanks and have already launched online services. However, it is yet to launch a levy of water tax wherever applicable, Joy said. 

It is also informed that the online services have been developed by National Informatics Centre, Manipur under the funding by MAHUD, government of India.

The main purpose of e-service is to save time and effort of citizens as well as service providers; to avoid the middleman and bring transparency; to be able to avail services everywhere, anytime; to provide complete information about each service and to provide complete online assistance through email and phone.

The launching of e-service will go a long way in improving delivery service to the people. With the new initiative people will no longer need to physically come to the office for some of their work, said Harikumar, commissioner, IMC.

It also informed that all manually registered shops have to be backlogged online.

The web portal of e-service is http://serviceonline.gov.in.

The launching function was attended by officials of MAHUD, NIC officials and Town Planning department officials.
