The HC noted that since the office memorandum of finalising seniority list of joint directors is pending, Vivekananda is at least provisionally senior most in the cadre of the joint directors.

In view of his seniority, Vivekananda should be considered as director on in-charge basis till the appointment of a regular director as no vigilance case or FIR is pending against him, the HC stated.

Ph Vivekananda, who is a joint director, approached the HC challenging an order of August 28, 2023, issued by the deputy secretary (DP), government of Manipur.  The said order appointed T Brajakumar to hold charge of director (Environment & Climate Change) on incharge basis till the appointment of a regular director.
