ECI clears five assembly constituencies as ‘clear vacancy’ for by-election

Of the 13 Assembly Constituencies of Manipur where the seats for the MLAs have remained vacant, the Election Commission of India (ECI) has acknowledged that only five assembly constituencies as clear vacancy due for by-election. They are Wangoi, Wangjing Tentha, Lilong, Saitu and Singhat.

When Imphal Free Press contacted joint chief electoral officer (CEO) Manipur Nongmeikapam Ramanand, he said that the remaining eight constituencies were not included in the list of clear vacancy owing to the pending election petition cases in the court.

However, if the pending cases are disposed by the court before the proposed schedule of the by-election, those assembly constituencies will be listed in clear vacancy and the by-election can be held, added Ramananda.

On Friday, the ECI acknowledged that there are 65 clear vacancies due for by-elections in assembly and parliamentary constituencies across the country, out of which there are 64 vacancies in the State Legislative Assemblies of various states and one vacancy for parliamentary constituencies.

A release signed by the under secretary of ECI Pawan Diwan stated that the commission reviewed the reports and inputs from chief secretaries and chief electoral officers of many of the concerned states seeking deferment of the by-elections in their states in view of several factors including the extraordinary heavy rains in some places and other constraints like pandemic and others. 

Considering that general assembly elections of Bihar are also due and required to be completed before November 29 of this year, the commission has decided to conduct all the 65 by-elections and the general assembly elections of Bihar around the same time, it added.

It stated that one of the major factors in clubbing them together is the relative ease of movement of central armed police forces, other law and order forces and related logistics issues.

Announcement of schedule of Bihar general assembly elections as well as those by-elections will be done by the commission at appropriate time, it added.

The seats cleared by the ECI for bye election are five of six Congress MLAs who recently tendered their resignation from the Congress party. They are Saitu MLA Ngamthang Haokip, Wangoi MLA Oinam Lukhoi, Singhat MLA Ginsuanhau, Lilong MLA Md Abdul Nasir and Wangjin Tentha MLA P. Brojen. Four of the five MLAs joined the BJP fold in New Delhi just recently.
