One Mutum Shyamo Singh, a booth level officer, has been suspended for violating the election model code of conduct after a video clip in which he was seen addressing a public meeting in favour of an aspiring candidate of Wangkhem assembly constituency got posted on January 31.
An order issued by the office of the district election officer Thoubal A Subhas Singh on Wednesday stated that it is aware of the video clips of Shyamo, who is a booth-level officer of 32/10 Polling Station of 32- Wangkhem assembly constituency, addressing the public meeting at Yairipok Bishnunaha.
On confirmation from the returning officer concerned, Shyamo is found serving as an approved graduate teacher at Tangjeng Ningthou High School (Aided), Thoubal district, it stated.
He is under deputation with the Election Commission of India (ECI) and is working under the supervision and control of the Commission for preparation of Electoral Rolls, Conduct of Elections, etc., it mentioned.
Anyone appointed in relation with an election should not act in any manner for the furtherance of the prospects of the election of a candidate under Section 129 of the Representation of the People Act, 1951, the order stated.
A disciplinary proceeding against Shyamo is contemplated as election officials involved in such cases is a violation of the Election Model Code of Conduct, it stated.
Mutum Shyamo Singh is placed under suspension with immediate effect and until further order, in exercise of the powers conferred by sub-rule (1) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, it further stated.
The headquarters of Shyamo will be Thoubal and he should not leave the headquarters without obtaining prior permission from the district election officer, Thoubal during the period in which the order remains in effect, it added.
