ADC election delayed due to incomplete delimitation exercise: CM Biren

On completion of the delimitation exercise, the schedule for holding the ADC election may be notified in consultation with the State Election Commission after obtaining due approval of the competent authority, Manipur CM N Biren Singh said.

Manipur Chief Minister N Biren Singh on Friday stated that the main reason for delay in holding ADC election was due to incomplete delimitation exercise for 10 ADCs as the numbers were increased from six ADCs to ten ADCs by (Sixth) Amendment Act, 2022.

The CM was responding to a question raised by MLA K Meghachandra with regards to the delay in conducting the ADC election during the Question Hour on Friday.

CM Biren responded that the term of the last constituted Autonomous District Councils (ADC) expired on November 30, 2020 and that the delimitation exercise for ten ADC is under process. On completion of the delimitation exercise, the schedule for holding the ADC election may be notified in consultation with the State Election Commission after obtaining due approval of the competent authority, the CM added.

Fund grant to ADC is recommended and reviewed by the State Finance Commission and at present, the fourth state finance commission’s recommendation is in force, CM Biren said, adding that the share of ADC is 42.22 percent of the state owned tax revenue (SOTR) and it is distributed among the six ADCs on the basis of population 75 percent, area 5 percent and forest cover 20 percent as recommended by the state finance commission.

Regarding Panchayat election, RD & PR minister Y Khemchand said that the term of elected Panchayat bodies ended in the month of October, 2022. Next Panchayat election matter is under process and the date will be fixed after obtaining a fresh schedule from the State Election Commission and after obtaining due approval of the competent authority, he informed.

Due to the present situation in the state the election is not being conducted, moreover, there is a case in the court too, said the minister.
