The Manipur government on Tuesday announced complete curfew in the entire state from 6 pm to 5 am until further order or till July 15, in view of the rapid increase in the number of infected persons and sizable number of persons returning from cities having high infection.
An order issued by chief secretary J Suresh Babu has stated that there will be complete lockdown and curfew in all containment zones as notified by the deputy commissioner concerned till July 15.
As per the order, all interstate bus services except those permitted by the Home department are prohibited. All auto rickshaws and taxis remain prohibited.
Schools, colleges, educational/training/coaching institutions shall remain closed, it said. Hotels restaurants and hospitality services except those meant for housing health/police/government officials/healthcare workers/stranded persons, including tourists, shall remain closed, it added.
All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, auditoriums, assembly halls and similar places will stay closed, the order stated. All social/political/sports/ entertainment/academic/religious functions/ other gatherings and large congregations remain prohibited, it said.
All religious places/places of worship shall be closed to the public, it further said adding religious congregations are strictly prohibited. Saloons and spas shall remain closed, it added.
All three markets in Ima keithel and retail shops in retail shops in Ngari gali will remain closed, it stated.
Meanwhile, all activities related to essential services and health related activities are permitted throughout out the state without restriction of time till July 15
Hospitals, nursing homes, cliinics and dispensaries shall remain open, it said. All chemists, pharmacies and all kinds of medicine shops including Jan Aushadhi Kendras and medical equipment shops are permitted, it stated. Medical laboratories and collection centres are permitted, it added.
The order also mentioned that operation of Homes for children/disabled/mentality challenged/ senior citizens/destitute/ women/ widows are permitted. Observation homes, after care homes and juvenile homes shall remain opened, it said. Disbursement of Old Age pension/ widow pension /freedom fighter pensions are permitted, the order mentioned. Operation of Anganwadi centres by distribution of food items and nutrition once in 15 days at the doorsteps of beneficiaries is permitted. However, the beneficiaries should not attend the Anganwadi centres, it added.
All educational establishments are expected to maintain the academic schedule through online teaching, the order stated.
Concerning the movement of cargo and goods, all goods vehicles are allowed to cross the interstate border at Mao, Jiribam and Jessami, it said. All drivers and helpers of the trucks who enter the state from outside the state shall mandatorily follow the standard operating protocol already notified by the Home department, it said. Any person visiting their home, shall remain under home quarantine as per the advice of the Health department, it stated. Shops for truck repairs and dhabas on highways are permitted with social distancing prescribed. Movement of staff and contractual labour for operation of railways, it added.
Public utilities such as media, internet services shall function and operation of water, sanitisation and waste management sectors shall remain operational, it said.
The order has also enlisted the activities that are permitted throughout the state from 6 am to 5 pm. They include courier services, private security, food processing units and home delivery of food by restaurants and outlets.
RBI and regulated financial markets, bank branches, ATMs, microfinancing institutions approved by competent authorities are also included. Wholesale markets at Imphal for sale to retail shops as permitted by the DC on district wise rotation basis as currently followed, the order stated. Agricultural related activities and fisheries are permitted, it added.
