COVID-19 Pandemic: Manipur tightens restrictions; bans movement of all vehicles

The Manipur government on Tuesday ordered additional restrictions in respect of shops and movement of people and vehicles, stating that both sellers and buyers are seen to be crowding in market areas, increasing the spread of COVID-19 infection and this needs to be prevented without resorting to complete shutdown.     

There shall be a complete ban on movement of all vehicles (including during 6 am to 10 am) except goods vehicles, oxygen supply related vehicles, LPG and Oil tankers and vehicles of other essential services like power supply, water supply, waste/garbage clearance, public distribution system, medical/covid services and vehicles of personnel of departments/organisations permitted to be functional including the public distribution system, stated the order issued by the state Home department. The order has been issued in partial modifications of the order issued earlier on April 29 in areas under IMC and Greater Imphal, it stated.

In regards to opening of and movement of people and vehicles, only one out of three shops or vendors (permitted category vide order dated April 29) of total shops or vendors in one location shall be allowed to open on a rotational basis, it stated. If the shops are or vendors are located in congested rows, then only alternate rows shall be allowed to open, it mentioned. Queue system should be adopted by all shops and vendors, it added.

Local markets at Khurai Lamlong, Andro Parking, Lambulane, Kongba, Pishum thong, Kwakeithel, Nagamapal, Singjamei Bazaar, Wahengbam Leikai shall remain closed, the order mentioned.

It stated that the deputy commissioners and district superintendents of police will prepare the roster of shops and vendors as per the order issued. Any market/shop/vendor not complying with social distancing and causing crowding may be promptly closed by the DCs and SPs, it mentioned. They may take the help of local clubs in organising the roster and physical distancing of vendors, it added.    

Further, it stated that bank branches shall remain open from 1 am to 2.30 pm only for the government transactions and transactions related to COVID-19 management and government projects/urgent matters. Banks are to undertake only urgent and time-bound transactions in their branches, it added.

The finance department and treasuries shall remain functional with minimal staff to discharge urgent transactions, the order mentioned. Post offices shall remain open from 10 am to 2.30 pm to dispose of time-bound works including delivery of medicines and medical equipment and shall not entertain routine business.

It stated that Imphal airport shall remain open and movement of staff and passengers will continue to be permitted. Opening of petrol pumps and LPG outlets and movement of staff of IOCL will continue to be permitted, it stated.

All other instructions contained in the orders dated April 21 and 29 remain unchanged, it added.
