Sheikh Noorul Hassan appreciates suspension of delimitation process in four NE states
The delimitation exercise for Manipur on three hill districts and nine sub-divisions based on the wrong 2001 census will create a controversy and may lead to the extinction of three constituencies of the state, Hassan said.

Sheikh Noorul Hassan, who is an intending candidate of the 4-Kshetrigao assembly constituency, appreciated the Ministry of Law and Justice, Government of India as the government cut back the mandate of Delimitation Commission set up last year to carry out the delimitation of seats in Jammu and Kashmir, Assam, Arunachal Pradesh, Manipur and Nagaland.

In a press meet, Sheikh said that the gazette notification from the union ministry is highly appreciated. The Guwahati High Court on January 27, 2007, has given the judgement that the 2001 census is wrong. In 2008, a different special writ application was filed before the high courts and Supreme Court against the wrong census. In meantime, the government had issued a gazette notification of extension of delimitation commission exercise till 2026. However, the government had notified the delimitation exercise by re-constituting the delimitation commission on March 6, 2020, he added.

He continued that the delimitation exercise for Manipur on three hill districts and nine sub-divisions based on the wrong 2001 census will create a controversy and may lead to the extinction of three constituencies of the state. Therefore, he filed a writ petition before the Supreme Court on June 23, 2020. The Supreme Court has taken up the matter and passed an order with the remark that delimitation based on wrong census 2001 is wrong, Sheikh said.

He said the writ petition was also filed from the other three northeast states, and it is still pending before the Supreme Court. However, the issuance of a gazette notification of suspension of delimitation exercise in four northeast states of India by the union ministry is highly appreciable. Not only delimitation based on the wrong census, but he will also challenge before the higher court if anything comes against the law of the Indian Constitution, he added.
