CoNE said that the ART programme taken up by Manipur State AIDS Control Society (MSACS) under National AIDS Control Organisation (NACO) is a complete failure in the state.
In extreme conditions of total stock out positions of the medicines, as per NACO directive, individual PLHIVs can purchase the medicines for not more than one month and reimbursement can be claimed from the Manipur State AIDS Control Society, MACS stated.
The current cost of ART first line is Rs 2,000 to Rs 2,500 per month and second line ART is Rs 3,000 to Rs 3,500 per month. Most of the patients do not have enough money to spend such an amount. As such, self-procurement policy would not be feasible at all for all PLHIV patients in the state.
Manipur among other Northeast states has the highest school dropout rate in the country at the primary level. The prevalence of HIV/AIDS is also comparatively higher in Manipur as per reports. However, social stigma associated with HIV/AIDS and school dropouts apparently diminished in the recent past.
According to medical experts, TB is no longer viewed as a dreaded infectious disease to PLHIV in recent years owing to the heightened level of awareness about the disease among the infected population.
