‘Manipur’s relation with India should be based on Instrument of Accession, 1947’
Discussion on Instrument of Accession recommends special status for Manipur

A one-day discussion on ‘Instrument of Accession for Manipur’ held today at Committee of Civil Societies Kangleipak (CCSK) office, New Checkon has recommended granting special category status to Manipur.
The discussion was organised by All Manipur Youths Protection Committee (AMYPCO) with the objective of improving the relationship between India and Manipur, and to identify the political status of the State.
In view of the present unfavourable scenarios and turmoil in the State, the Indian government should grant special category status to Manipur considering the history of the land, which was once an independent kingdom, said the recommendation of the discussion.
Deliberating on the significance of Instrument of Accession (IOA), 1947, resource persons during the occasion pointed out that under the Instrument of Accession signed by the Manpuri king on August 11, 1947, Manipur was granted a form of internal autonomy. Only foreign affairs, communication and defence should come under the jurisdiction of the Indian rule as per the IOA, it was noted.
However, the once independent kingdom was forcefully annexed to the Indian union through Merger Agreement signed on September 21, 1949, it was stated. The discussion further observed that the legal validity of Merger Agreement is questionable as constitutional form of government was prevalent that time and it was the titular Manipuri king who signed the agreement; the same which was not approved by the then constitutional government. The Merger Agreement violated the provisions of the IOA thereby causing long lasting conflict in relationship between India and Manipur, the resource persons observed.
President, All Manipur Youths Protection Committee (AMYPCO), L. Shyam Khuman highlighted that after the coerced merger of Manipur to India, many issues came up in the State like Framework Agreement, Border Pillar, Inner Line Permit, etc. Besides, the State is in turmoil and there are continuing cases of gross violation of human rights and other issues, he said.
Shyam further stated that the conflicts in the relationship between the erstwhile kingdom and the Indian union could have been prevented if the Instrument of Accession was kept intact and internal sovereignty was granted to Manipur. Besides, many scholars have pointed out that the Merger Agreement has no legal validity and that it is forceful annexation, he stated.
Emphasising on the need to improve Manipur’s relation with India, the AMYPCO president maintained that the relationship should be based on the Instrument of Accession, 1947.
In the meantime, the resource persons went on to add that a collective struggle with participation from all communities of the state with a consensual politics and common vision is crucial in ensuring a smooth path in the future.
