The art of war for CM removal: agitation will not yield; sinking together is different

All of a sudden, a rift has surfaced in the two years old N. Biren led Manipur BJP government with some MLAS and ministers from the party demanding removal of the present CM. The ugly picture among the ruling group has come before the public. The way the BJP MLAs and ministers has behaved and spoken against one another in a camp manner in these few days looks like they don’t even belong to the same party. Of the actual 21 BJP MLAs, 17 including 4 BJP ministers have pleaded their displeasure over the leadership of N. Biren as the CM and asked for his removal to the central BJP leaders; yet no action has been taken up so far and CM Biren is still in sound form. Waging war against king of a land is never been easy; it has to be a do or die move or else the way often get lost. Moreover, the move to topple or remove a CM must be approached base on the wish and interest of the people rather than the alter motive for self-gain. In politics if the rival MLAs and ministers, who agitate against the CM, are unreasonable and unjustified in their actions, then they must be eased off from their power. This may happen in this case.
No misdeed of the CM has yet been announced:
So far, those who have agitated against the CM have been unable to point out any misdeed of the CM in public related matters. Though, he has already announced the misdeeds of cabinet minister TH. Bishwajit and Dy.CM Y.Joykumar. They have, however, expressed their dissent against the charges labelled upon them. The charges labelled against the CM seem to concern personal interest which includes allegations like forfeiture of their rights, interference or negligence rather than matters of public importance. What the public actually want to know is the detail of the losses that have or might have incurred in the works done by ministers in which CM have interfered. Instead of exposing anything of such sorts, and alleging on matters like CM has favored and prioritized his family members , relatives or workers and so have more power or commanded than the MLAs or ministers is driving their personal interest. If CM Biren has acted as alleged then the public would also want to know the sincerity and integrity of the agitating group. What about their relatives or workers forfeiting others rights and their interference? It needs to be asked, do they never interference and disturb in the proper disposal of duties by public engineers, directors, commissioners or local body members like Corporators, Councillors , Pradhans or ADC members etc. In short, if they say what they do to others should not be done to them by the CM, then their agitation will not be a public favoured lasting one.
Biren has already got the award for being a good CM:
Manipur CM Biren was third in the list of most popular and performing CMs of India and was honoured as the best among the BJP CMs. When people welcomed and felicitated the CM for his achievement, the agitating MLAs and ministers were also part of the jubilant public who supported and cheered for him. The BJP MLAs and ministers had then praised him like a god. Besides, in their speeches they had openly declared before the public every development projects in the state was taken up in discussion with and under the guidance of the honourable CM. Under such considerations, public would want to know from when did he become a bad CM and for which misdeed and how reliable is the allegation that the 17 BJP MLAs are making. Even though it was alleged that he could not ensure victory to the BJP outer Manipur parliamentary constituency candidate despite his efforts in the recently concluded 17 Lok Sabha election ; however , in the inner parliamentary constituency BJP candidate, Dr. RK Rajan won the election securing 20,176 votes in the home turf of the CM, Heingang AC which is the highest votes share in all the inner constituencies of Manipur. No one from the agitating group or those joined from Congress would secured as much votes in their constituencies like the CM. Th. Biswajit could only secured 13764 votes for the BJP candidate from his constituency Thongju AC, which is also the home constituency for Dr. Rk Ranjan. To blame CM Biren sluggish in works related to BJP is quite immature because result speaks the volume. For all these reasons, the agitating MLAs and ministers are seen by the public as opportunists who crave for power and personal gains.
Are those from the congress not MLA?
Some BJP MLAs tend to forget that the party which had won only 21 seats in 60 seat Manipur Legislative Assembly, has formed the government then and has ruled the state for more two years stably, has a huge contribution to the present government of the 8 MLA won as congressman who later joined BJP.They formed the government with the support of NPP(4), NPF(4), LJP(1), TMC(1), independent(1) and Congress(1). Thounaojam Shyamkumar of Andro AC who won assembly election as a congressman joined BJP even before taking oath as member of legislature. With only 33 MLAs, BJP led government was a minor government then. Later 7 more MLAs joined BJP giving more boost to the party and the government. The government, thus, has ruled stably for more than two years now. Had not the congress 8 MLAs joined, the present BJP government would have been a nameshake government operating at the whims of its coalition allies NPP or NPF. Then the power, the BJP government enjoys now would not be possible and also the BJP candidate for Inner Manipur Parliamentary Constituency Dr. RK Ranjan would not have won the recent Lok Sabha election because of the 8 MLAs, 4 (Th.Shyamkumar- Andro AC; Ksh.Biren-Lamlai AC; O. Lukhoi- Wangoi AC; S. Bira- Kumbi AC) are from the Inner Manipur Parliamentary Constituency who have secured sizable amount of votes for the candidate. They contributed a total of 36,832 votes through their efforts (Andro-16,509; Lamlai-6334; Wangoi -8661; and Kumbi – 5328) and thus ensured the victory of the BJP candidate. The win margin is less than 17 thousand votes. So to treat the congressmen joined to BJP as white elephant and to neglect them would be unjust. In short, the congressmen who joined BJP, leave the government at the current situation, there would be new crisis. Under the present condition, if the congress MLAs quit, NPP or NPF or both can take excessive manipulative decisions, then will there be meaningful BJP led government in Manipur? Thus, are those from congress not MLA?
Central leaders will not support dissidents:
Central leaders will not support the dissidents because this may become an infatuation and there will frequent change of government resulting in instability. Stability is important for any development. Dissident agitations during the time of former CM Ibobi also end in failure. If a CM is changed on the basis of bargaining the number within the party then the tenure of a CM would hardly last a month. Suppose the present CM is removed as he is not liked most BJP MLAs, and some another is instated, the new CM will also face the same situation as those unsatisfied MLAs who could not get minister would obviously revolt. If things go on like this, there will be no more farce than this. Besides, of the agitating dissidents, there is none as bona fide as the present CM to become a CM. It is pretty questionable of all the dissidents who are even considered unfit to be MLAs or ministers, who would the central BJP leaders choose to be the CM. They only become MLAs only because they had won election, unfortunately most of them look utterly irresponsible and non bona fide in public view. Keeping these views, the conclusion I would like to say is if they want to sink and fall together with the CM is a different thing, however if they are adamant to remove the CM, then it would be just like going to catch in the desert and inviting more troubles for them and to the state.
President’s rule must not be invited:
We have seen the gruesome incidents due to imposition of President’s rule in recent past in the state. Who can forget the incident of June 18, 2001 in which many lost their lives and many were left injured. Political instability has always brought trouble to the state and should not further invite for another June 18 like incident. In a problem stricken state, the leaders need to be extra conscious of and more responsible to the issues before us than power mongering. Issues like CAB or Indo-Naga Framework Agreement are very crucial to the future of the state. At such situation, internal feud for personal power should not invite President’s rule in the state. This will obviously give undue advantage to do away with issues like CAB or the Framework Agreement. This will be ruinous for the state and if this unwanted happens then who should hold accountable for all the troubles that the state should face.
