‘DESAM does not intend to create enmity with govt’
IMPHAL | May 17 : “Democratic Students’ Alliance of Manipur (DESAM) does not have any intentions to create enmity with education minister or department concerned, we only pointed out defects in the mission.”
General secretary, DESAM, Shital Oinam stated to media during an inspection at three government schools in Imphal West district.
He said if the government fails to take necessary steps to bring progress at underdeveloped school after the election model code of conduct is lifted, DESAM might take up steps to shut down the Education department.
DESAM had alleged that government’s ‘go to school’ mission has failed, he said adding instead of beating around the bush such as clarifying on the nomenclature of the mission, education minister could have directed the officials of the department to take necessary steps for overcoming the problems in government schools.
Shital said the student body made the allegations as per a news report published on January 18 and 19 which mentioned ‘go to school’ mission. If the name of the mission was wrong then the education minister and the education department officials could have clarified on the next corresponding day, he added.
While inspecting at Takyel Khongbal High School, Imphal West, 19 teachers were found taking classes for six students. After enquiring the school headmaster about their daily attendance register, the student body found mere six to seven students. But the school headmaster said the total strength of students is 40.
On the other hand, Shital said when the student body visited Wangoo Primary School only three teachers and a total of about 170 students were found. In order to bring a balance to the existing discrepancies between numbers of teacher and students, the local meira paibies appointed 10 local teachers whose monthly honorarium were paid with the interest of tender organised by the local meira paibies. Locals said they paid a total of Rs. 42,000 for the teachers appointed by the locals, he added.
Shital further said in government schools which are located at far flung places, DESAM found lack of teachers and when the schools urged the government to provide the required teachers as per the strength of students, the government refused to send them with the explanation that there is lack of government teachers. “If there is a lack of teachers then why are extra teachers posted in government schools located at city areas,” he questioned.
During the inspection, DESAM found some of the government school teachers being posted at city areas, getting their monthly salary without taking classes, he claimed.
Taking a dig at education minister’s statement that ‘school fagathalasi’ mission is a pilot project initiated with the aim to bring development, Shital remarked that posting extra teachers at city areas instead of posting them in schools which do not have teachers might be the initial steps of the mission.
The student body showed the government where they have been overlooking since decades, he added.
During the inspection at Sangaiporou Kabui Primary school, it was found that school authority along with the teachers have taken their own initiatives to motivate the students to come at government schools, he said. Though the school is overlooked by the government, teachers of the school bought uniforms for students and even van service are provided where the money is paid by sharing among the school teachers from their own pockets, said Shital.
Schools teachers have repaired the school campus recently by contributing from their own resources in order to prevent the campus from anti-social elements, said one of the school faculty.
Inspection was also conducted at Heinoupokpi Lairenkabi primary school.
