District administration all set for re-poll today: DEO Rangitabali
The district administration of Imphal East district is all prepared to ensure smooth, free and fair conduct of the fresh poll in12 polling stations of inner Manipur parliamentary constituency (IMPC) that will be conducted on April 24, said district election officer (DEO)/ Imphal East DC, Rangitabali Waikhom during a press meet held today at her office.
The polling stations where re-poll will be conducted are 2/23-Heingang Mayai Leikai (A), 2/26-Heingang Makha Leikai, 2/31-Kairang Muslim Mayai Leikai, 2/32-Kairang Muslim Mamang Leikai and 2/33-Kairang Khunou Chingya Leikai under 2-Heingang A/C; 5/32-Khongman Zone-V (B) under 5-Thongju assembly constituency; 6/6-Kiyamgei Mamang Leikai, 6/10-Kiyamgei Muslim (South) (A), 6/20-Urup Muslim and 6/35-Thiyam Konjil (B) under 6-Keirao assembly constituency; 7/32-Yambem (C) and 7/39-Nungbrang under 7-Andro assembly constituency. The total number of voters in the 12 polling stations are 9077.
ECI had fixed the re-poll of the said polling stations as massive impersonation, proxy voting and malpractices were reported in the last inner seat election on April 18.
Addressing media persons, Rangitabali stated that 12 polling parties for the 12 polling stations that will go to re-poll will reach their respective polling stations today. A senior officer either an assistant commissioner or a sub-divisional officer or a sub-deputy collector will be the presiding officer of the polling stations while already well trained master trainers will sit in the polling room as polling officers, she added.
Rangitabali further informed that three assistant returning officers (AROs) have also been appointed for the re-poll; one for Heingang assembly constituency, another for Thongju A/C and yet another for Keirao and Andro assembly constituencies.
The voters’ assistance booths (VAB) are very crucial in the re-poll. As such, she appealed to the booth level officers to properly verify documents of the electors and to allow them to cast vote only if they produce one of the 12 documents prescribed by the election commission of India (ECI). She stressed that electors are required to produce one of the 12 documents as Voter id, passport, driving license, service identity card, passbook, PAN card, Smart card issued by Ministry of Labour, NREGA job card, Health insurance smart card, pension documents with photo, official identity card or Aadhar card.
The DEO also appealed to the public, members of political parties, contesting candidates and agents to cooperate and not to indulge in malpractices for smooth, fair and transparent conduct of the re-poll. Groups of polling parties were formed yesterday. Still, there is group randomisation today in the presence of the general observer to ensure that there is no room for malpractices, she added.
The polling station 6/10-Kiyamgei Muslim (South) (A) under Keirao A/C is a critical polling station. As such, one micro observer who will check malpractices will be constantly monitoring the activities. Moreover, each of the 12 polling stations will have one dedicated sector officer having magisterial power, Rangitabali pointed out.
Taking part in the press meet, Imphal East SP Jogeshchandra Haobijam asserted that stringent security measures have been taken up for smooth conduct of the poll.
At least one platoon of central paramilitary force and a minimum of 40 personnel of state police including women police will be deployed in each of the polling stations. However, two platoons of central paramilitary force will be deployed in five of the 12 polling stations, he added.
While maintaining that each polling station will have one DSP and one inspector to look after the poll activities, he also appealed to the people not to create any law and order problems and to cooperate with the polling personnel for smooth conduct of the election.
