DESAM express support for SSA and RMSA demands
IMPHAL| Feb 10
Democratic Students Alliance of Manipur (DESAM) has expressed its support for the demand for due salaries made by Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
A release signed by secretary, publicity and propaganda, Philemcha Baleshwor Mangang stated that the actions and speeches of Education minister, Th. Radeshyam to portray such democratic movement in the wrong light to the public is rather unfortunate while adding an appeal to the state government to resolve the matter of pending salaries (8-9 months) for the teachers at the earliest.
At the beginning of the new academic sessions, teachers of government-run schools taking to the streets in agitations instead of focussing on teaching is a big loss for the students of the State, the release said while also asserting that this could prove to be another reason for less enrolments of students in government-run schools as it is logical that students would not enrol themselves in schools without teachers.
“Meanwhile, if the government keeps on diverting the issue by issuing false propaganda and playing the blame game on teachers, it is obvious that the statuses of government-run schools will be further deteriorated,” it added.
It further questioned the relevance of the “Go to Schools” campaign initiated by the government if it keeps on function in such disorderly manners while adding that the government should also consider the economic plight faced by the teachers when their salaries for eight to nine months are not paid including those teachers posted in remote and hilly areas of Manipur who do not even have residential quarters provided for them.
“If there is a true leader who stands for the rights and welfare of the public, please try to investigate where the funds have gone that the govt. is unable to pay the due salaries of the SSA and RMSA teachers or whether the funds from Delhi for the project has not been allocated yet, and disclose the facts to the public,” the release from DESAM continued while also expressing its approval for the demands made by SSA and RMSA teachers for the same rights as government teachers.
It stated the advertisement for the recruitment of teachers issued by the state government had mentioned nothing about the differences between a regular teacher and one on a contract basis adding that if the advertisement had indicated things clearly half the teachers under SSA and RMSA project would not even have tried for employment if they had known that they were to be employed on a contract basis under the project.
“Now if the government is trying to find loopholes to convey that the demands of the SSA and RMSA teachers are invalid, then should not legal actions be taken against the then officer who have issued their employment orders and other authorities concerned?” the release questioned adding that DESAM will never accept such proceedings.
“The fact that the issue which is ensuing now will emerge has already been indicated by DESAM to the authorities concerned but they turned deaf ears at that time,” it asserted.
The release further stated that DESAM wants the demands of the teachers to be at least addressed with the limited funds available now and a further meeting to be held with the teachers so that an agreement can be reached for those demands that will take time, and the agreement be issued in a written format so that the issue can be resolved.
It also appealed for the agitating teachers resolve to a more constructive form of agitations instead of boycotting classes in the interest of the students.
