MHRC serves appearance notice to executive engineer and two othersIMPHAL | Jan 11
Manipur Human Rights Commission (MHRC) today issued a notice to the executive engineer, Chandel Division, PWD and two individuals for their personal appearance on January, 22 before the commission in connection with a case of fraudulent cheque withdrawal.
The commission also asked the three individuals to provide a reasonable opportunity of being heard in the inquiry as per provision of the protection of Human Rights Act, 1993 during their appearance.
The said notice was issued by the Commission following a complaint filed by Ningthoujam Thoiba Singh son of late N. Yaima Singh of Bharmapur Chungkham Leikai seeking enquiry report from the police and prays for bringing to book the official or persons involved in the fraudulent cheque withdrawal of the sanctioned amount which belongs to him.
In response to the direction of the commission to DGP, Manipur on November 28, the enquiry report of police has been submitted to the commission.
The enquiry report deny not “dory” that the said contract work was allotted in the name of complainant and that the sanctioned amount was also released in his name vide cheque amounting to Rs. 21,09,443 bearing cheque No. 024366 issued by the executive engineer, Chandel Division, PWD.
However, the sanctioned amount was withdrawn without the knowledge of the complainant, it added.
The enquiry report submitted by the police also shows the active involvement of one Ningthoukhongjam Momon Meitei, son of late N. Damu Meitei of Langthabal (sub-contractor) and one Shyamchand of Khurai (who is said to be the worker of Finance minister and PWD minister and also have knowledge about the long pending work bill) in the withdrawal of the complainant’s sanctioned amount from the Urban Co-Operative Bank, Sangakpham.
The police report further states that the complainant’s case falls within the jurisdiction of Lamphel police station and accordingly the complainant has lodged his complaint at Lamphel police station on December 27, 2018.
Hence, the commission issued notice to the executive engineer, Chandel Division, PWD Manipur and two individuals, Ningthoukhongjam Momon Meitei and Shyamchand for their personal appearance.
Further, the commission directed the DGP, Manipur to submit a report from the OC, Lamphel police station as to whether any action has been taken up as per the complaint lodged by the complaint and status of the FIR if any.
