Sahamphung villagers decries callous attitude of Phungyar MLAUKHRUL| Jan 9
Residents of Sahamphung village, Kamjong district, have expressed strong resentment against the alleged callous attitude of Phungyar MLA, Leishiyo Keishing.
At a press conference, acting headman of Sahamphung village, Kaphaoleng Angkang informed that the government of Manipur has approved the construction of Sahamphung TD Block at Sahamphung village in Kamjong district, with an estimated cost of Rs 20559146, and the contract was awarded to M/S Paman Enterprises (1st Class Contractor), Palace Compound, Imphal. And accordingly, the villagers had allocated 30 hectares of land for the said purpose, he said.
He said that there is no dispute in the land allotted for construction of SDO/BDO Office at Sahamphung; however, the land donors and DC, Kamjong is yet to finalise the ‘Donors Deed’ while adding that it is in process, and unless the process of ‘donors deeds’ is finalised, no contractor should start the construction.
Kaphaoleng Angkang further informed that SDC Circle Sahamphung was inaugurated on March 19, 1983 and upgraded to SDO/BDO in 2013 in pursuance of the Cabinet Meeting decision which was held on December 16, 2013. 26 revenue villages from Kamjong district and 5 revenue villages from Ukhrul district were bifurcated to form Sahamphung TD Block, he said.
While stating that Sahamphung which is located about 60km away from Ukhrul headquarter falls under Kamjong district but it also falls under the 44-Ukhrul assembly constituency, Kaphaoleng also stated that donation deeds between the donor (Land Owner) and deputy commissioner office, Kamjong (Administration) are required to be executed at the earliest so as to avoid any problem within the donated land in the future.
After an application was submitted to the DC of Kamjong by managing partner, M/S Paman Enterprises, Paisho Keishing on December 10, 2018, for re-allocation of a new site for construction of SDO office of Sahamphung Block at Sahamphung village which cited that the land donated for the construction of office was a disputed land and the land development for construction of the said office was objected by the Sahamphung villagers; the SDO of Sahamphung had requested the headman of Sahamphung village on December 11, 2018 to state the actual present status of the identified land for construction of Sahamphung TD Block Office.
Regarding the matter, Kaphaoleng Angkang informed that he had clarified to the SDO Sahamphung on Decembers 13, 2018, that there is no such land dispute as misrepresented in respect to the identified land for the construction of the said office; however, necessary legal compliances including the finalisation of donation deed and agreements are under due process. He had also made a request to put on hold the construction till the completion of the due process, Kaphaoleng added.
While stating that Paisho Keishing is the Private Secretary (PS) of Leishiyo Keishing, Kaphaoleng also asserted that without proper information to the villagers, the contractor and Leishiyo Keishing had planned to lay the foundation stone on November 2018, but the programme was cancelled. He further expressed his unhappiness over the insensitiveness and disregard for others by the Phungyar MLA and contractor.
The acting headman also stated that the village will give 30 hectares to the government for construction of SDO/BDO Sahamphung; however, survey and donation deed must be finalised before the project begins while asserting again that there is no dispute on the land. “Since the file work is still in progress and not yet completed, we will not allow the agency concern to take up any work,” he added.
Expressing strong objection to the callous attitude of MLA Phungyar in allegedly disregarding the land owners, Kaphaoleng informed that the contractor in collusion with MLA of Phungyar had commenced work again in spite of the objection raised by the villagers. The acting headman further made an appeal to the government and authority concerned to intervene at the earliest in the interest of the people.
