Army documents reveal hand of 3 Corps behind killing of 5 Manipuri youths, families demand justice
Army, Intelligence personnel barge into press conference

Sensitive documents of Army origin have surfaced in the public domain which suggests that some officers of the 3 Corps Intelligence Surveillance Unit (CISU) located at Rangapahar, Assam were allegedly involved in the custodial murders of Manipuri youths.
How it began with Lt Col Dharamvir’s affidavit:
In July 20, 2018 whistleblower Dharamvir’s pointed out some incriminating facts in his affidavit which was submitted to the High Court of Manipur. He mentioned that on 10 March, 2010, three Manipuri youth identified as Phijam Naobi, RK Ronel and Th. Prem were abducted from a rented house in Dimapur by 3 corps intelligence unit and killed behind the mess.
As per the media reports then, the bodies were found in the Lakhijan area under Bokajan police station in Karbi Anglong district of Assam on March 17, 2010.
The first whistle blower, major T. Ravi Kiran wrote a letter to the then General Officer Commanding (GOC) on March 12, 2010 stating that three Manipur youths were abducted by the Army’s intelligence surveillance unit and shot dead after severe torture behind the unit mess.
In a similar incident, a student of TDC 2nd year of St Dominic College namely Thangjam Satish from Manipur and his friend were picked up from Shillong by the same team of the unit on February 5, 2010, and thereafter both were killed in jungle of Masimpur. The parents of Satish had lodged a formal missing complaint to DGP of Manipur, but till now no investigation is conducted.
On August 18, 2011 a top PLA militant leader namely G. Jiteshwar Sharma alias Gypsy along with another individual were picked up from a rented room near SM College Dimapur, and allegedly killed in cold blood by the same team behind the unit mess and buried there.
Dharamvir contended that all the custodial murders were carried out with the purpose of extorting money and for promotion. It may be stated that Nagaland police had formed a Special Investigation Team (SIT) as per orders of the Guwahati High Court and investigation is presently underway in the deaths of Phijam Naobi, Rk Ronel and Th Prem.
Incriminating documents surface:
On August 1 last, a document was released to the media by journalist Yambem Laba which was the first major breakthrough in regard to the deaths of Phijam Naobi, Rk Ronel and Th Prem. The document was signed by colonel G Shreekumar, commanding officer of the 3CISU recommending Lt. Rubina Kaur Keer of the same unit for the Sena medal for eliminating three PLA cadres. The recommendation was made in 2010, the same time when the deaths of the three youths were still a mystery.
The charges were probed by a one man inquiry team, namely Major General Sukhla in August last but nothing tangible came up still.
Though the validity of the recommendation document and whether it reached the senior officers remained unknown, a new document surfaced.
The documents were prepared in September 2010 for recommending gallantry and distinguished service awards for Republic Day 2011. The presiding officer was Lt. Gen. JS Bajwa and board members included Maj. Gen. Ranbir Singh, Brig. HS Bedi, Col SK Acharya, Col. Dobash Das,Lt.Col. AS Pundir. The board of officers document is signed by GOC-in-C of Eastern Command Bikram Singh.
Among the recommendations included Lt. Rubeena Kaur Keer, havildar Varinder Pal Singh and havildar Shamsher Lal to be awarded for killing of three PLA cadres then, it said “The officer while leading an operation distinguished herself by exceptionally meritorious display of dynamic leadership, undauting courage and astute planning resulting in the elimination of three hardcore terrorist of PLA and recovery of arms and ammunition.”
The recommendation also included other CISU officers in another incident of killing two KCP activists. Major Nector Sanjenbam, sepoy Phulen Basumantary and havildar Laishram Ibonungshi Singh were recommended for exhibiting “Outstanding leadership,undaunting courage through professionalism and astute planning resulting in the elimination of two terrorists including assistant chairman of KCP(Lalheiba).”
Chandrajini,wife of Thounaojam Prem who was one among the three killed at Karbi Anglong jungle told reporters today at a conference held at Jupiter Yambem Centre that it was a lady who came in that fateful night along with other pistol wielding persons and took away her husband and friends. “We know now that it was the same woman who killed my husband and now she was seeking a reward, we want justice to be done,” she said.
Thangjam Satish was also picked up from a rented room at Shillong by unidentified persons who looked like military personnel, he also had a friend with him named Naobi. His mother Sanatombi laments that her son was taken away and killed at Masimpur jungle, “All the time I hoped that he would return and now I hear that my son was murdered and they claim rewards, this is inhumane.”
There is a present inquiry by Nagaland police in regard to the three deaths of Naobi, Ronel and Prem. Brother of one of the deceased, Phijam Manikumar has sent the documents to the SIT of Nagaland today appealing to expedite the case. Human Rights Alert while condemning the custodial murders has intimated the state government to constitute a Special Investigation Team and inquire into the said murders in light of the new unflinching evidence that has surfaced.
Executive director of HRA, Babloo Loitongbam said, “A sensitive document has surfaced in the public domain, clearly indicating the involvement of said CISU personnel in the custodial murders. The dates and time of the killing, on the basis of which they sought the award coincide with the murder incidents.”
HRA urged the Union Home Ministry to protect the whistle blower Lt. Col. Dharamvir Singh who had testified these incidents whereby revealing the identities of the army officers involved in the killings. He is allegedly being victimized by some powerful senior army officials for bringing the matter to light. In the similar vein, HRA also urge the Union Home Ministry to protect the life and security of naib subedar Ramesh Chand Sharma, who has been put in custody since May 15,2018 at Agartala for revealing the staged arrests and procuring of clandestine arms by army authorities.
Army personnel and Intelligence barge into press conference:
About the time when the press conference was about to commence at Jupiter Yambem Centre located at Paona bazaar at around 3.30 pm today. Individuals claiming to be from M Sector, SIB and 57 Mountain division barged into the conference room uninvited demanding to know what the conference was about. The organizers asked identification papers which was not obliged by the army personnel in civvies.They later left in a hurry when confronted by the organizers without proper explanation.
