After Manipur University National Sports University set to be in doldrums

After Prof.Pndey of MU now seems to bethe turn of Dean Acharya of the NSU.
The recently nation’s gift to Manipur for its prowess in the field of Sports namely the National Sports University(NSU) seems poised on its starting blocks for a spell of crisis lie that of a premature born child struggling for its survival.This follows with the news that its Rgistrar and local man K.Radhakumar Singh IAS (Retd) submitting his resignation letter to the Sports Secretary of the Government of India who is also the Interim Vice-Chancellor of the NSU on the 3rd of November 2018 further stating that a reply to his resignation may be considered within one months time.It might be mentioned here that apart from him and Major (Rtd) Y.Angamba Singh who was appointed as the Deputy Project Director of the SNU are the only two local persons appointed in the administration of the NSU by the Government of India.
The simmering conflict of interest between the Registrar Radhakumar and the Dean of the SNU namely Prof.Jayashree Acharya had recently surfaced when on the 11th of August one Assistant Professor namely Harsh Tewari had instigated about 15 students to physically assault a Mess Staff namely Ningthoujam Balendro Singh .Balendro had received severe kicks and blows on his back,chin right elbow and different parts of his body and had to receive receive medical attention.Then Balendro submitted a complaint to the Imphal Police Station and regular FIR was registered accordingly.
Then the phones started buzzing from Prof.Acharaya to Delhi and the reverse calls began from Delhi to Imphal.This was the Sports Secretary of India and the interim Vice-Chancellor of the NSU calling up the Chief Secretary and the Director General of Police of Mnipur to mount pressure on this himble Mess Staff to have the FIR withdrawn.
Trouble began when Tewari asked for the full payment of his salary for the month for a period of ten days when Tewari had taken a leave of ten days from 4 September to 20th September 2018.That was when the Dean began pressurizing the Registrar to have his full salary released. Then the Registrar mooted the matter to the Interim Vice-Chancellor to the effect that Tewari being a Contratct employee cannot be granted and that favor cannot be granted to him and that the 10 days salary for which was absent from duty must be excluded from his monthly salary he being a employee on a Contract basis.But the Registrar’s contention fell on deaf ears and Tewari was paid full salary overriding the fact that he was an employee on contract basis whereby they are not entitled to any casual or earned leave.
Then more secrets began to emerge from the NSU an institution which had initially come into into being to launch the Indian Sporting Scenario into the next orbit.It began with the employment of the faculty members to run the University and that was when the Dean Jayashree began to take full advantage of her proximity with the Interim Vice-Chancellor the Sports Secretary of the Government of India.
On the 13th of September 2018 the Registrar had written to Shri SPS Tomar Deputy Secretary of the Miniatry of Youth Affairs and Sports Govt.of India on the topic of Hiring of Guest Faculty/Coaches on hourly basis in the NSU referring to his earlier letter No.22-5/2018-SP-II/NSU dated 10th September 2018 requesting him to constitute a selection committee as per Para 5 of Part III Section 4 of UGC Regulations 2018 as referred to the Gazette of India Exraordinary dated 18 July 2018.
Then on the 3rd November the Regisrar wrote to the Secretary YAS GOI and interim VC of the NSU to the effect that he had conveyed the matter of hiring of Guest Faculty Vide Letter No.22-05/2018-SP-II/NSU on the 24th of October 2018and how on the same day the Dean had written to the Head of Department of Botany ,Manipur College for providing a Guest Lecturer in English.
No Open Advertisements were floated for such appointments a practice floated by the Manipur and other Central Universities and as to how such appointments were made had embarrassed the Registrar and also he was also not in a position to inform everyone concern that his plea to the Interim Vice-Chancellor had fallen on deaf ears. And as to date as to how many Guest Faculty members which the Dean Jayashree Acharya had appointed is a matter still not known to the public and all appointed defying prescribed norms of the University Grants Commission (UGC) a pattern followed by all established Universities across the Country botn Central and otherwise.
That apart the Dean Jayashree Acharya’s financial misdealing had come to surface.For instance a bill of Rs.1,72,590 for the supply and fixing of curtain and curtain rods was received by the University from the Dean.The same was brought to the notice of the Interim Vice Chancellor of the SNU Vide his letter No.F-N0-1-11/R/NSU/2018 dated 10th October in which it was pointed out as to how the supply firm was selected and the rate decided and that further no tender was foated nor rate quotations invited.He has further reiterated that the Dean may be made to withdraw the Bills submitted earlier.
It was also further pointed out by the Registrar to the Interim VC of the NSU that the Dean had retained public money outside the Treasury.In his letter dated 11th October 2018 the Registar had pointed out that as to how the Dean had been keeping the Rs.9,000 charged to each students as Uniform fee have beenretained by the Dean and not deposited has not been deposited to the account of the NSU. Further she was found to have been charging Rs.250 as mess fees to the parents of the parents of the students who accompanied them at the time of admissions .When this was pointed out she had had refunded Rs.75 to the caterer against the Rs.175 nominal charge which it was warranted.
But the move to make rooms uncomfrantable for the Registar Shri K.Radha Kumar Singh the only Manipuri appointed to a point of position in the SNU steps have also been reprtedly moved to have Major Y.Angamba Singh moved out from Imphal.A move that smells of the Centre wanting to make the SNU a complete playground of their saffron dance.
But that apart all seems not be going all alright with the National Sports University the institution that was founded in Manipur to meet the new global challenges in the field of Sports in all its spheres ranging from Track and Field eventsn to Sports Medicine and Pyshcology with an aim at garnering more medals as the Olympic and International levels seems to be going for a sixer taking a cue from the game of Cricket.
What is happening now in Manipur is that following the turmoil that Manipur had seen recently calling for the ouster of Prof.Pandey from the Manipur University,now that of Dean Acharya of the NSU seems to be in the pipeline except that the aim of prof.Pandey seems to be that of speading the Hindutva cult in Manipur ,that of the Acharaya the Dean of the NSU seems to be on plain market gains.
