Congress stages walk-out on first day of monsoon session
IMPHAL | Jul 20 : The opposition bench today staged a walk-out on the first day of the 5th Assembly session of 11th Legislative Assembly after the Speaker ruled out the request made by the opposition to extend the monsoon session till next Friday.
The opposition bench led by Th. Joykishan demanded the House to extend the monsoon session till next Friday stating that there are issues that needed to be properly discussed.
Joykishan claimed that the time allocation recommended by the Sixth Report of Business Advisory Committee, 2018 was too short to discuss all issues confronting the state.
There are Citizenship Amendment Bill, flood situation, Framework Agreement besides border issue and Manipur University impasse, he said. He requested the House through the Speaker that the House be adjourned till Friday so that these important state issues can be discussed elaborately in the House.
Nambol MLA, Loken Singh supplemented that earlier there were no such issues to be discussed so it was limited to just two days, but this time there were many issues in the state which needed utmost attention of the people’s representatives.
However, the Speaker interrupted Loken’s speech that the motion of BAC has already been accepted and informed the House that the numbers of sittings were already allocated. As such, members can share their opinions on the issues in the next sitting and if required the sitting can be extended.
Showing their disappointment over the ruling of the Speaker, the opposition bench led by Gaikhangam staged a walk-out. Congress who had defected to the BJP however remained in the House.
The leader of the House, N. Biren Singh, maintaining that if the discussion cannot be finished in the next sitting, members of the opposition can continue the discussions even outside the House as it concerns the state.
While elaborating the whole detail of the MU issue and border issue, he said that these two issues will soon be solved. An enquiry committee has been set up to investigate in into MU imbroglio with a retired chief justice of Meghalaya, T. Nandakumar Singh as its head.
For the border pillar issue, he said a team from the centre comprising of the ministry of home affairs, external affairs and survey of India will be visiting the state on July 24. The team will be visiting the disputed site on July 25 and do the needed enquiry about border pillar 81 and subsidiary pillars.
He had also earlier mentioned that according to the survey of India and ministryof home affairs, there is no dispute in the BP 81 and that resurvey will violate the 1967 agreement between the government of India and Myanmar.
Obituary reference was given concerning the demise of four former members of the House and nine persons due to landslide at Tamenglong on July 10. The leader of the house, Nongthombam Biren Singh, leader of the opposition, Okram Ibobi Singh, deputy chief minister, Y. Joykumar Singh and the Speaker took part in obituary reference.
Former chief minister, R.K. Dorendra Singh and former ministers Nongmeikapam Komon Singh, Soso Lorho and Wakambam Thoiba Singh passed away in the early part of this year.
The monsoon session of state assembly commenced today with the passing of motion for three bills on the first day. They are The Manipur People Bill, 2018 (Bill No. 10 of 2018), The Manipur Liquor Prohibition (Second Amendment Bill, 2018 (Bill No.9 of 2018) and The Manipur International University Bill, 2018 (Bill No.8 of 2018).
