JCILPS and KSO join hands for ILP
IMPHAL | May 14 : The student wing of Joint Committee on Inner Line Permit System (JCILPS) and Kuki Student Organisation (KSO), general head quarter, has jointly decided to spearhead the ILPS movement with the demand to pass the bill of inner line permit system, which is the long impending demand, in the coming state assembly session this monsoon.
This was stated by convenor of JCILPS, Manjit Sarangthem in a press conference held at conference hall of All Manipur Students’ Union office, Thangmeiband, today.
He clarified that the President of India rejected ‘The Protection of Manipur People bill, 2015’ passed by Manipur Legislative Assembly on August 31 due to lack of understanding with some of the stakeholders of the state.
However, the problem of misunderstanding is being resolved and consensus has been brought out with all the ethnic communities of the state to work out the issue of ILP collectively till it is implemented, added Manjit.
He continued that sitting together with all these stakeholders, plans and strategies will be chalked out regarding this issue so that the bill may be passed in this monsoon session without fail.
“Various intense forms of agitation will begin shortly”, he cautioned.
He recalled that with the repeal of passport system on November 10, 1950 from the state, there has been an incessant flow of illegal migrants in the state which led to demographic imbalance and has affected the socio-economic and political status of state.
Since the state is formed by many small ethnic communities the continuous inflows of illegal migrant also gives a serious threat of endangering the ethnic communities of the state. It is high time to think once again about the acculturation of identity of the state. The condition of losing our identity is already proven by the report of UNESCO which enlisted Manipuri language as one of the endangering language in the world, he stressed.
He urged the transporters and travel agencies who run along the national highways to check the identity of non-locals through their identification cards. “If they are illegal let them vacate from the vehicle”, he said and appealed to all landlords not to rent room to illegal migrants.
President of Kuki Student Organisation General Head Quarter (GHQ), Paotingthang Lupheng stated that KSO and AMSU have resolved to work together for ILPS issue in today’s meeting.
In a state like Manipur, implementation of laws that are meant to protect the native people of the state is quite essential and Kuki people also know this since long time back. Even Kuki Inpi Manipur had urged the central government for reintroduction of Bengal Frontier Act 1873, an act similar to ILP system and currently implementing in Nagaland, Mizoram and Arunachal Pradesh, he added.
It is highly expected that through this consensus the long impending demand would be fulfilled during this monsoon session, he said.
