IT sector ‘reduces’ people’s grievance
IMPHAL | Mar 12 : Additional director of information technology, N. Deben said department of information technology has an objective to take up various schemes and projects for enabling online citizen services through e-Governance under Digital India by establishing of reliable data network across the State and for establishing an IT Hardware Industry in the State.
He said this during a press conference held today at the office complex of directorate of information and public relation, Moirangkhom as a part of series conference which has been conducting since February 24.
He said during the year 2017-18 the department has financial outlay of Rs. 2,366.81 lakhs and budget estimates for the year 2018-19 is Rs. 2,001.81 lakhs. Highlighting some major schemes implemented during the year 2017-18, Deben said cloud enablement of State Data Centre, Manipur- Manipur State Data Centre is being migrated to cloud model.
Over 800 Common Service Centres (CSCs) in the state providing various services like Aadhaar enrolment, updation, banking services, e-services have been established. To provide banking services to the unbanked areas of the state, CSCs has been nominated to bank to function as a Customer Service Point (CSP) and the number of transaction done till date is 1,83,042, Deben added.
State government had authorized and declared all CSCs to be Aadhaar Permanent Enrolment Centre (PEC) and till now a total of 3,75,224 people have been enrolled. Chief minister’s and chief secretary’s dashboard, a single page view containing a combination of reports on key data points relevant to projects of different departments such as CCTV, power outage, Darpan, Meeyamgi Numit etc. has been successfully implemented.
The processes of Meeyamgi Numit and Hill leaders day, an initiative of the government, is fully automated through REDMINE application of IT department providing services to different departments of the State govt. and citizens of the state. SMS service has also been integrated with the application to further facilitate departments and citizens. Public Grievances website has also been launched recently where citizens can log on and submit grievance applications directly to the CMs office. Aadhaar based biometric attendance system was introduced to record attendance of the employees of secretariat and CMs secretariat.
The e-District project with 35 online services from 9 departments of State govt. has been launched. Various services like enrolling of certificates, ST/SC/OBC, domicile, income, registration for employment exchange without having to go physically to the concerned office has started and the project will be extended to newly districts of the state, he added. A total of 35,017 online transactions have been done through e-District portal.
Department of IT has been entrusted with the promotion of digital payment transactions in the state in line with the government of India Mission. As per the report from national payment corporation of India, Manipur stands in 2nd position in terms of amount transacted though BHIM app amongst the North Eastern States. Moreover, Manipur has been ranked 3rd position in respect of volume of transactions done through the BHIM App transacting 2.41 lakhs transactions from April 2017 to February, 2018.
Deben said State Wide Area Network (SWAN) connectivity of horizontal office of district headquarters and block headquarters has been completed. To ensure stable and reliable connectivity at the 6 district headquarters namely Senapati, Churachandpur, Bishnupur, Thoubal, Tamenglong, Chandel, existing SWAN network is being upgraded by providing a bandwidth capacity of 40 to 50 MBPS at cheaper cost using wireless technology so as to enable better communication and information sharing to allow the officers to work more effectively, resulting in cohesive administration.
Department of IT has also strived to create a healthy IT sector by setting up an IT Park adjacent to the STPI centre at Mantripukhri for the IT entrepreneurs in Manipur. Five IT firms with about 200 employees are operating out of the IT Park. In addition, an Indian Institute of Information Technology (IIIT) has been set up in Manipur and is functional for the last 3 years.
To improve Internet availability for the public, DIT, has provided free public wi-fi connectivity at old secretariat, new secretariat, e-MPSC online application is LIVE with the integration of Payment and SMS gateway. Development of mobile app for e-MPSC online is completed.
DIT, Manipur towards providing effective governance under Digital India Programme, has been implementing various projects/schemes providing various e-services to the people of Manipur which will ensure a new era of the governance. To achieve the objective of providing services at the doorsteps of citizens, the department is constantly striving to introduce new development projects of IT sector in the state, Deben said.
