NE air dispensary soonIMPHAL | Feb 12 : The time to start services for air dispensary in the state, number of air dispensary allocation and maintenance policy of air dispensary are yet to be specified said leader of the house N. Biren Singh.
But replying to supplementary questions forwarded by Opposition congress MLA K. Ranjit Singh, Biren said that air dispensary service will be provided under ministry of civil aviation. For this, service letter has been sent to union finance minister to sanction an amount of Rs. 120 crores through ministry of department of development of North Eastern Region (DONER) and the process to start this service is spearheading, he added.
Biren further explained, “It is hopeful that central government will allocate two Pawan Hans helicopter out of which one will be kept in North East Indira Gandhi Regional Institute of Health and Medical Sciences Shillong, and one is for the state but the service will cover in other North East States too.”
Possibility of achieving the goal of Rs 100 Crore revenue collection from forest and environment ministry by the end of this financial year 2017-18 might be less but the revenue generation by this department is increasing tremendously comparing to previous year said minister of forest and environment Th. Shyamkumar in the assembly today.
It was replied as supplementary answer when Opposition congress MLA Surjakumar Okram asked about fulfilment of assurance made by Shyamkumar on generation of Rs. 100 crores by mentioned department by the end of financial year.
Shyamkumar answered the question on revenue generation by his department that from April 2017 to January 2018 the concerned ministry had collected total revenue of Rs. 19.10 crores whereas in last few years it has been stick around Rs. 3 crores to Rs. 4 crores.
Total number of seizure cases was 154 and out of which 137 cases were being disposed and 17 were in pending. Total amount of revenue collected in this respect is Rs. 15,71,945, he added.
Replying to Surjakumar, environment minister said that there is no permit for extraction of sand and shingle from quarry.
The state had launched a website www.pdsmanipur,nic.in for the purpose of distributing the food grains to real nation food security card holder in the last monsoon session said minister of consumer affairs, food and public distribution Karam Shyam answering a question raised by congress Opposition MLA Kh. Joykisan Singh.
Replying to supplementary question, Shyam said as of now the website is not in a stage of uploading the detailed information of constituency wise food grains distribution but such steps will be taken up very soon.
There is no change at the rate of ex-gratia which was fixed by government but in exceptional cases it might be increased said leader of the house N. Biren in a question raised by Opposition Congress MLA K. Ranjit Singh. And there is provision of giving ex-gratia to those who died in road mishap, he added.
Street Vendor’s Act, 2014
Responding to question of Opposition Congress MLA O. Henry Singh, minister of MAHUD Th. Shyamkumar said that the government had implemented the street vendor’s act 2014.
He continued that there are no separate budget provisions for the successful implementation of the act but the government is taking the initiatives of protecting the rights of livelihood and social security of the street vendors in urban areas.
Answering to Opposition Congress MLA Surjakumar Okram, leader of the house N. Biren Singh said that 17 new projects under North East Council and 10 new projects under Non-Lapsable Central Pool of Resources) NLCPR have been sanctioned by ministry of DONER.
