‘Station subordinate court of Noney at Imphal’

A former minister urged for the judicial subordinate court of Noney district to be stationed at Imphal till it is established at Noney district HQ.

Former Manipur minister Jangamlung Panmei has urged the Chief Justice of Manipur High Court to station the Judicial Subordinate Court of Noney district at Imphal till the establishment of a court at Noney district HQ in the interest of the people in the district.

The former minister stated in a letter sent through the Registrar General of the HC of Manipur on July 12, that Noney district was originally a part of Tamenglong district and as such there were common subordinate judicial courts. Even after the creation of Noney district, the subordinate judicial court of Tamenglong district has been exercising jurisdiction over Noney district, he added.

The judicial subordinate court of Tamenglong has been located at Imphal for over 15 years and the people of Noney district come to Imphal in connection with their civil and criminal cases, he stated.

“People from any location of Noney district can reach Imphal within 24 hours and they engage their counsel from Imphal and after finishing the day's business they can return the next day. In the circumstances they spend only nominal amounts,” Panmei said.

Pointing out that the subordinate judicial court of Tamenglong district is going to be located at Tamenglong headquarters within the next few days, Panmei said in such a scenario if the people of Noney district are to attend the judicial court at Tamenglong HQ, their travelling time will be four days at the minimum as they will have to come to Imphal first, then engaged their counsel and go to Tamenglong together which will take another day and they can conduct the case on the third day and return on the fourth day.

The expenditure incurred by the parties and also the fee to be paid will be beyond the reach of common people thereby depriving them from getting justice, Panmei pointed out.

At Imphal, fee of counsel will be only Rs 1,000 per day, but if Noney people have to engage an advocate for conducting a case at Tamenglong, the minimum fee will not be less than Rs 10,000 added to their fare and boarding expenses, he said.

Therefore, the former minister urged the court to be stationed at Imphal till it is established at Noney district headquarters.
